Title: Human Resources Operations Manager Location: Remote Salary: $80K Key Responsibilities - HR Operations - Manage the complete employee lifecycle including recruiting support, onboarding, employment changes, and offboarding. - Maintain employee personnel files, HR documentation, and records in accordance with legal and company requirements. - Administer and maintain the HRIS (ADP), ensuring employee records remain accurate and up to date. - Process employee status changes, salary adjustments, incentives, referrals, and employment documentation. - Maintain HR shared drives, employee folders, onboarding records, and HR documentation. - Compliance & Employment Law - Ensure compliance with all federal, state, and local employment laws including FLSA, DOL, EEOC, USCIS, E-Verify, and I-9 regulations. - Partner with legal counsel on employment matters, investigations, policies, restrictive covenant agreements, and compliance issues. - Manage employee document retention in accordance with legal requirements. - Ensure proper classification of employees and independent contractors (W-2 vs. 1099). - Policies & Standard Operating Procedures - Develop, maintain, and update HR policies, employee handbooks, telework policies, equipment policies, training policies, and employee manuals. - Maintain onboarding, offboarding, and HR operational SOPs. - Coordinate annual handbook reviews with legal counsel and HR vendors. - Benefits Administration - Administer employee benefit programs including medical, dental, vision, HSA, FSA, COBRA, life insurance, and retirement plans. - Coordinate annual Open Enrollment including employee meetings, communications, and enrollment processing. - Serve as liaison with benefit providers including Hub International, Client, HealthEquity, Brokerage, and ADP. - Process benefit enrollments, qualifying life events, terminations, and payroll deduction audits. - Maintain employee benefit communications and educational materials. - Employee Relations & Performance Management - Support managers with employee relations matters, coaching, and performance concerns. - Assist with performance improvement plans (PIPs), disciplinary actions, and employee documentation. - Coordinate and administer the annual performance review process. - Conduct employee check-ins and support employee engagement initiatives. - Subcontractor Administration - Manage onboarding and documentation for independent contractors and subcontractors. - Prepare subcontract agreements, consulting agreements, amendments, and modifications. - Coordinate background investigations and required compliance documentation. - Maintain subcontractor records and period-of-performance tracking. Qualifications - Bachelor's degree in human resources, Business Administration, or related field (or equivalent experience). - 5+ years of progressive Human Resources experience. - Experience supporting a government contractor preferred. - Strong knowledge of federal and state employment laws. - Experience administering ADP Workforce Now or similar HRIS. - Experience managing employee benefits and Open Enrollment. - Knowledge of I-9, E-Verify, FLSA, EEOC, COBRA, ACA, and DOL regulations. - Excellent organizational, communication, and problem-solving skills. - Ability to manage confidential information with professionalism and discretion. - Proficiency in Microsoft Office Suite, particularly Excel, Word, and Outlook.
