Role Description The Senior Administrator for Maternal and Child Health serves as the County's executive leader for maternal and child health, providing strategic direction and oversight for one of Montgomery County's largest and most visible public health service areas. This position leads the development, integration, and continuous improvement of maternal and child health programs to improve maternal and infant health outcomes, reduce health disparities, strengthen organizational performance, and ensure equitable access to high-quality services. The Senior Administrator partners with County leadership, healthcare providers, community organizations, and state and federal agencies to advance innovative public health strategies, shape policy, secure resources, and build a coordinated maternal and child health system that meets the evolving needs of Montgomery County's diverse communities. The core duties of this position include: - Provides executive leadership for Montgomery County's Maternal and Child Health (MCH) system by developing strategic priorities, directing operations, and advancing innovative, equitable, and evidence-based programs that improve maternal and infant health outcomes. - Leads the strategic planning, integration, and continuous improvement of County-operated and County-funded maternal and child health programs to ensure coordinated, high-quality, and client-centered service delivery. - Directs organizational transformation initiatives, including implementation of integrated care models, new technologies, workflow redesign, and evidence-based practices that strengthen system performance and health outcomes. - Oversees the development and implementation of quality improvement, performance management, and data analytics strategies to evaluate program effectiveness, reduce health disparities, and guide strategic decision-making. - Provides executive oversight of personnel, financial resources, grants, contracts, and operational priorities to ensure effective stewardship of public resources and achievement of organizational goals. - Builds and maintains strategic partnerships with government agencies, healthcare systems, academic institutions, community organizations, and funding partners to advance maternal and child health policy, secure resources, and improve community health outcomes. - Represents Montgomery County on local, state, and national maternal and child health initiatives by providing expert consultation, presenting program outcomes, participating on advisory committees, and testifying before elected officials and other governing bodies. - Develops and sustains a high-performing organizational culture by promoting collaboration, accountability, innovation, workforce development, and continuous improvement across the Maternal and Child Health system. - Performs other job-related duties as assigned. Qualifications - Seven years of progressively responsible professional leadership experience in public health, maternal and child health, healthcare administration, or a closely related field, including at least three (3) years of experience supervising managers or leading multidisciplinary teams. - Graduation from an accredited college or university with a Bachelor’s Degree. - Possession of a valid Class "C" (or equivalent) driver’s license from the applicant's state of residence when required for job-related duties. This role is focused exclusively on authorization requests submitted via fax and payer portals — from initial clinical documentation gathering through submission, status tracking, and resolution. The Utilization Coordinator works at the intersection of clinical operations and insurance compliance. They are responsible for ensuring that authorization requests are submitted accurately, on time, and with the right clinical documentation — and for following the authorization through to approval, denial, or peer-to-peer review. This is a deadline-driven, detail-intensive role that requires someone who is organized, persistent, and familiar with the payer authorization landscape.
