Role Description Le contrôleur de gestion de l’unité Pilotage budgétaire et achats anime la définition des prévisions budgétaires de la DPS et son exécution. Il veille à leur respect au cours de l’année, analyse les écarts, propose des mesures correctrices conformément au cycle de gestion infra-annuel et informe régulièrement sa hiérarchie. Il veille à la correcte affectation des coûts par mandat et analyse les écarts par rapport aux budgets COG/COP. Au titre de ses missions, il-elle : - Réalise les projections de dépenses pour la DS : - Participe à la réalisation des processus budgétaire infra-annuel et du Plan Moyen Terme, - Collecte les besoins et challenge les métiers sur les données recueillies, - Mesure les écarts entre les prévisions, analyse des causes, - Prépare les dossiers de présentation vers la gouvernance et les services centraux de la CDC ; - S’assure du respect des engagements budgétaires, tant sur le volet dépenses que recettes, produit les tableaux de suivi pour les métiers et prépare les dossiers soumis au comité des prestations intellectuelles ; - Participe aux travaux de clôture comptable par la constitution des charges à payer et des produits à recevoir ; - Impulse, initie et prend en charge la production d’analyses sur des natures de charge ; - Réalise des études et simulations d’aides au pilotage et concourantes à améliorer les performances économiques de la DPS ; - Participe à la fiabilisation des dépenses affectées aux mandats dans le cadre du calcul des coûts complets ; - Est en appui des collaborateurs des PEP pour l’engagement des dépenses dans l’outil AFP ; - Suit les arrêtés de délégation et gère la création des codes structures pour la mise à jour des systèmes (AFP, ATLAS) ; - Participe à l’élaboration et à la réalisation des objectifs fixés à l’équipe ; - Assure la qualité du service rendu et les bonnes relations avec les différents partenaires internes ; - Conduit ou contribue, dans le cadre de la démarche d’amélioration continue de l’équipe ou de la feuille de route à 3 ans, à un ou plusieurs projets de développement ou d’optimisation du pilotage économique ; - Participe au contrôle interne et à la mise à jour des procédures de l’unité ; - Représente l’unité dans les relations les métiers de la DPS de son périmètre. Dans un environnement de travail évolutif, vous serez susceptible de prendre en charge d’autres activités en cohérence avec votre emploi repère pour accompagner le développement et la structuration du département du pilotage économique. Qualifications - Capacité rédactionnelle pour rédiger des documents adaptés sur le fond et la forme, quels que soient leurs destinataires - Maitrise des techniques comptables et financières - Sens de l’initiative et force de proposition - Capacité d’analyse et rigueur - Très bonne maitrise d’Excel - Aptitude à travailler en transversal et en toute autonomie - Formation supérieure de type bac+5 en Contrôle de gestion/Finance et connaissance des processus budgétaires.
