Role Description The Project Manager position will play a critical role in managing resources to facilitate the accomplishment of key projects from initiation to close-out for the program. The Project Manager will be required to effectively manage cost, schedule and performance; ensuring projects are completed within budget, on schedule, and within scope. The Project Manager provides and directs lifecycle of services for existing and new infrastructure for PSRM/FSRM projects. The position must ensure all projects are managed effectively from initiation to closure utilizing current Project Management processes and techniques. Responsibilities - Plan, execute, and close projects that meet or exceed customer objectives. - Create clear and attainable project objectives, build project requirements, and manage constraints of cost, time, scope, and quality. - Develop the overall project plan and manage project operations. - Develop Plans of Actions & Milestones (POA&M) with metrics that ensure sustainment and execution of program sustainment, restoration, and modernization (PSRM) programs. - Assist with tracking status of all PSRM projects. - Develop and maintain PSRM out-year requirements, especially the life-cycle maintenance and repair (M&R) program for the facilities. - Capture future M&R requirements. - Manage the project stakeholders, project team, project risk, project schedule, project budget, and project conflicts. - Ensure team members know and execute their respective roles and the roles of the other team members. - Ensure production schedules are met and system resources are used effectively. - Coordinate resolution of production-related problems. - Ensure proper relationships are established between customers, teaming partners, and vendors to facilitate the delivery of information technology services. - Ensure that quality is an integral part of the development, design and manufacture of services. - Monitor products and services throughout the life cycle. - Validate/verify adherence to specified requirements through test and measurement activities; manage/lead quality assurance activities. - Work closely with assigned staff, senior specialists or task leads. - May direct the activities of specialists or other staff as necessary on activities related to the specified field or discipline. Physical Activities - The position may require rigorous operational workloads and schedules. - Business Travel Requirements: Travel is approximately 30% travel and higher with travel to and throughout various CONUS and OCONUS locations, often to remote, austere, remote permissive, and non-permissive environments. - Travel is worldwide deployable. Working Environment - Work in operationally sensitive environment. - Estimated work 24/7 On-Call Work Schedule. - Perform tasks outside during any weather condition for long periods of time. - Operate standard office equipment, such as a computer, copy machine and printer. - Function in environments in a stationary position approximately 50 percent of the time or more. - Work well in team environments including demonstrate the ability to function independently with minimal supervision. - Function not only in an office environment in a stationary position approximately 50 percent of the time or more, but may work in austere, remote or non-remote permissive and non-permissive environments. - Work indoors and outdoors, in confined space, irregular schedule, working off-shift schedule, work in a noisy environment, and work under unusual lighting conditions. - May work near and for sources of hazardous materials for disposal, cleaning, and scrapping/decommissioning. - May require headgear or head protection, safety glasses or eye protection, hearing protection, gloves or hand protection, safety shoes or protective footgear. - Operate warehouse vehicles, machinery, and equipment as needed including not limited to forklifts, cranes, etc. Qualifications - Bachelor’s Degree or equivalent experience within related field. - 11-14 years of technical work experience providing expertise, guidance, consultation, facilitation, and thought leadership to the client and/or project team based on specialized in-depth expertise in such fields as: engineering and technology; policy and administration; planning; analysis; facilities; communications; human capital; business; and management. - Active and current Secret clearance. Preferred/Desired Qualifications - Project Management Professional (PMP) certification or equivalent. - Project management of facility sustainment, restoration, and modernization (FSRM) projects. - Cost estimating support (e.g., certified cost estimator credential) for project execution programs, including management and maintenance of major annual project budget. - Programming, budget, and execution documentation creation experience for major construction efforts. - BUILDER software experience.
