Role Description Provides direction and management to a broad team of Project Managers, Field Project Managers, Engineers, Construction Managers, Drafters, and Service Contract Act (SCA) field personnel supporting FAA BNATCS efforts throughout the BNT Region. The successful candidate is responsible for assisting the Regional Manager with the business, technical, operational, and administrative management of all regional activities. This role carries significant responsibility for the leadership, development, training, oversight, and performance accountability of the regional project management staff. The successful candidate will help ensure project managers are properly trained, consistently applying approved processes and procedures, meeting customer expectations, and delivering work in accordance with contract requirements for safety, quality, cost, and schedule. The role also requires routine engagement with executive-level FAA customers and senior stakeholder leadership to support program alignment, resolve issues, communicate delivery status, and reinforce confidence in Parsons’ execution capabilities. The successful candidate is expected to help strengthen customer relationships and contribute to increased FAA utilization of contract capabilities by consistently delivering high-quality results, responsive service, and strong overall program performance. Plans and defines program goals and devises methods to accomplish them; develops in-depth knowledge of client objectives, contract requirements, and corporate policies. Must be familiar with the integration of engineering, procurement, installation, logistics, construction, testing, commissioning, and operational transition activities associated with aviation infrastructure and National Airspace System modernization efforts. The successful candidate must be capable of helping manage a geographically dispersed program portfolio of up to $150 million in total value and coordinating execution across a wide range of stakeholders, technical disciplines, and operating environments. Qualifications - Bachelor's Degree or 19 years of experience in lieu of degree - 15+ years related work experience - Previous project management experience on similar or related projects - Broad general technical and business background Requirements - Assists the Regional Manager in the day-to-day operations of the BNT Region, which supports a nationwide FAA customer base with requirements for engineering, construction management, equipment installation, testing, logistics coordination, and other technical services related to BNATCS implementation. - Interfaces directly with executive-level FAA customers, senior government stakeholders, and key decision-makers to communicate program status, resolve issues, align priorities, and maintain strong customer confidence in regional execution. - Acts as the Company representative with FAA clients, stakeholders, and selected subcontractors during program execution. - Understands and leverages program and corporate capabilities to maximize regional performance and promote Parsons’ services to existing and potential customers at the regional and national levels. - Helps expand customer use of available contract capabilities by delivering excellent performance, anticipating customer needs, building trusted relationships, and demonstrating consistent value to the FAA. - Assists in managing a diverse technical and operational staff that may include project managers, engineers, construction managers, administrative support staff, resident engineers, field operations personnel, and installation technicians. - Provides direct leadership, guidance, training, and mentorship to regional Project Managers and Field Project Managers to ensure consistent execution of project management processes, sound decision-making, and successful project delivery. - Establishes clear performance expectations for regional project managers and holds them accountable for execution results, including adherence to scope, schedule, budget, quality, safety, risk management, documentation, and client communication requirements. - Monitors the performance of regional project managers on an ongoing basis, identifies development needs and performance gaps, and implements corrective actions, coaching, and training strategies as necessary to improve individual and team effectiveness. - Promotes standardization and continuous improvement across the region by ensuring project managers are trained in and consistently applying approved program controls, reporting practices, quality procedures, and contractual requirements. - Monitors workforce performance and regional staffing levels; supports resource forecasting, recruitment, deployment, and staff augmentation to meet dynamic program demands across the nationwide portfolio. - Assists in the development of staff through applied training, coaching, mentoring, and leadership development. - Supports incoming work requests from FAA clients, including task analysis, development of implementation strategies, creation of execution plans, establishment of technical teams, and development of project budgets and schedules. - Assists the Regional Manager in overseeing implementation and execution of all project processes and procedures in accordance with the approved Program Management Plan. - Supports the execution of Risk Management Plans, Quality Control Plans, and other required management systems to maintain a high degree of quality and consistency in line with Parsons’ ISO 9001 certification. - Promotes technical excellence through application of Quality Assurance processes and monitors performance across all regional work, including technical, safety, quality, cost, schedule, logistics, and stakeholder coordination aspects. - Develops and implements performance improvement strategies, issue resolution processes, and conflict resolution techniques where required to ensure successful program delivery and high customer satisfaction. - Monitors and reports to National Program Management on the status of all work activity within the BNT Region, including major milestones, key risks, high-visibility projects, and critical path issues. - Supports coordination among engineering, procurement, logistics, installation, construction, commissioning, and client stakeholders to ensure successful delivery of BNATCS-related efforts. - Performs other responsibilities associated with this position as may be appropriate. - Demonstrated ability to effectively interface with executive-level customers and senior stakeholders in a federal or aviation program environment. - Proven ability to strengthen customer relationships and increase contract utilization through high-quality execution, responsiveness, and trusted delivery performance.
