Campaign Finance and Budget Manager

Movement Labs

Our team partners with leading advocacy groups, grassroots organizers, and electoral campaigns to develop innovative tactics, win elections, and shift power for the long term.  The Compliance and Finance Manager coordinates campaign finance filings and assists the General Counsel with political, corporate, and nonprofit compliance. In addition, the Compliance and Finance Manager is embedded within Contest Every Race (CER) (up to 50% of time), which is a program of Movement Labs. This person will manage CER grant payments and work with the Executive Director of CER to manage CER’s budget and spend.  About Contest Every Race (CER) Contest Every Race is on a mission to make Democrats competitive everywhere, and we do that by building durable political power from the ground up. We are the leading rural down-ballot recruitment and county-level organizing program for the Democratic ecosystem. Our recruitment program runs in 40 states, and our county-level organizing program includes 390 counties across the country. We pride ourselves on providing measurable results. A 2024 experiment demonstrated an increase of over 5,000 votes for Democrats at the top of the ticket thanks to our programs.   The role: We are seeking a Finance and Compliance Manager to help manage CER’s finances and to help Movement Labs comply with state and federal campaign finance regulations. This role will be responsible for operationalizing program plans that stretch across multiple Movement Labs entities and political or electoral jurisdictions (federal, state, local). The ideal candidate is able to translate complex accounting and compliance rules to their coworkers as well as county Democratic party volunteers. This role is fully remote. Responsibilities: 1. Financial Management: 40% - Track and manage spending across the organization’s for-profit, non-profit, and PAC affiliates. - Serve as a financial integrator between Contest Every Race departments, organizational leadership, and key vendors.  - Work with ED, Contest Every Race to manage financial operations, prepare forecasts, make staffing and budget decisions. - Manage and maintain internal systems for financial tracking and cross-entity expenditure coordination. - Note: this role will not be responsible for organizational or program budgeting, but will be responsible for spend management and tracking.  2. Compliance: 40% - Closely collaborate with our outside compliance firm and in-house attorney to track and manage multi-entity PAC, 501c4, and electoral spending and reporting across jurisdictions. - Oversee reporting of in-kind contributions to CER partners. - Ensure adherence to campaign finance laws and regulations. - Translate complex compliance and finance rules for non-expert audiences, including county-level Democratic volunteers. - Note: This role is not expected to be responsible for filing campaign finance reports. 3. Client Education and Training: 20% - Manage client (state counties and candidates) portal which holds educational, training, and financial materials that set clients up for success.  - Act as a liaison and problem solver between clients, compliance firm, and legal team.

Job Requirements

  • 3+ years of experience with financial management and budget management; campaign finance and political compliance; or political campaign management
  • Familiarity with federal, state, or local campaign finance laws and filing requirements
  • Familiarity with various political entity types (C3, C4, 527, PACs)
  • Demonstrated ability to prepare and explain financial reports
  • Previous operations or compliance experience working for a multi-entity organization within a progressive political organization, issue advocacy space or candidate campaign
  • Ability to manage multiple priorities in a fast-paced environment
  • Detail-oriented, highly organized, and passionate about political finance and compliance
  • Alignment with Movement Labs' mission and a desire to help build progressive power
