Role Description This is a remote position. Salary will vary based on your geographic location. Please visit the OPM Salary website to view the salary for your location. The Lead Training Specialist (LTS) in the Education Call Center Division of the Muskogee Regional Processing Office (RPO) coordinates training and change within the office for the following purposes: - Advising and providing information on pertinent activity throughout the Education Call Center (ECC) to employees and managers. - Explaining changes to legal provisions, regulations, and related administrative practices and their application to specific cases through training efforts. - Assisting the ECC and the Regional Office in providing needed services to all required parties. The Lead Training Specialist serves as a liaison between supervisors and employees and may plan and assign work and training as needed. Specific duties include: - Serving as the training coordinator for employees in the Education Call Center, responsible for planning, coordinating, developing, directing, and reviewing all training programs. - Performing quality reviews for production employees to determine individual quality levels for performance standards. - Conducting specialized reviews to determine the accuracy of trainee call actions taken and error trends to evaluate performance. - Preparing national ECC quality reports and providing feedback to appropriate officials. - Providing training assessments to employees and managers detailing strengths and weaknesses and ways to improve performance. - Serving as a technical advisor to the Education Call Center Manager, reporting daily operational problems and developing solutions to achieve ECC goals and objectives. - Ensuring all program requirements imposed by Education Service, VA, or others are met or implemented appropriately. - Effectively communicating with employees, supervisors, claimants, and stakeholders with differing backgrounds and skills, and resolving issues independently. - Providing management advisory services, including conducting needs assessments throughout the Education Call Center and advising on training effectiveness and priorities. - Consulting with professional training associations to secure appropriate training programs and resources, and developing innovative training methods and course materials. - Assisting instructors in the selection of material taught and making recommendations for further development of instructors. - Utilizing a variety of teaching methods and technology in the delivery and facilitation of training programs. - Providing specialized instruction to employees on difficult call inquiries during on-the-job training. Requirements - Specialized Experience: One (1) year of specialized experience equivalent to at least the GS-09 grade level or higher in the normal line of progression for the occupation. - Experience in research, interpretation, and application of education benefits. - Working independently with minimal supervisory intervention. - Experience in providing internal training on GI Bill Education programs and procedures. - Education Substitution: Ph.D. or equivalent doctoral degree or successful completion of three (3) years of progressively higher-level graduate education leading to such a degree. - Combining Education & Experience: Experience and education can be combined to total 100% of the requirement.
