Job Description

Manager, Curriculum & eLearning Programs

National Insurance Crime Bureau

• Create and design high quality curriculum and courses by effectively collaborating with subject matter experts, Office of General Counsel and instructional designers to ensure accuracy, compliance and engaging learning experiences • Facilitate effective delivery of established training offerings including eLearning courses, webinars, seminars, podcasts and academies/conferences and ensure impactful training offerings are provided to NICB Members, law enforcement partners and key stakeholders • Manage all aspects of L&D NICTA eLearning to include needs assessment, instructional design process, content creation, LMS platform management and evaluation of training effectiveness • Utilize learning analytics, survey data and performance metrics to assess the effectiveness and impact of learning programs and provide informed recommendations for continuous improvement • Assist with implementation and management of strategic objectives and long-term curriculum roadmap which align to the established mission, vision and goals • Oversight and management of the budget development process to ensure resources are appropriately allocated and aligned with NICB and L&D strategic objectives • Lead and develop a high-performing eLearning team • Oversee customer service functions to ensure an outstanding learning experience for members, NICTA customers, law enforcement, key stakeholders and NICB team members • Other duties as assigned

Job Requirements

  • Bachelor’s degree required
  • In lieu of a degree, four years of related experience are required
  • 6 – 8 years of experience in learning and development required
  • Prior leadership experience required
  • Expertise in eLearning ecosystem required, including strong proficiency with LMS platforms and the full spectrum of digital tools and resources needed to design, develop and deliver training courses
  • Strong curriculum writing experience and experience creating eLearning courses for adult learners required
  • Extensive knowledge of learning principles, all aspects of training course development and instructional design principles preferred
  • Prior experience working in an insurance industry claims or investigations capacity, or prior law enforcement or intelligence and analytics experience preferred
  • Familiarity with the latest trends in insurance fraud and crime preferred

Role Description Transit Technologies is seeking an experienced Contracts Manager to lead government contracting and strategic commercial agreements across our growing portfolio of transportation technology solutions. Reporting directly to the Chief Legal Officer, this highly visible role will own the complete contract lifecycle—from supporting complex government RFP responses through contract negotiation, execution, and ongoing administration. You'll also play a key role in building scalable contracting processes, implementing Contract Lifecycle Management (CLM) technology, and helping the company expand its presence within the public sector. This is an outstanding opportunity for someone who enjoys building processes, partnering across the business, and helping accelerate revenue while managing risk. What You'll Do - Government Contract Management: - Manage the complete lifecycle of government contracts, including drafting, reviewing, negotiating, executing, and administering agreements with federal, state, and local government agencies. - Ensure contracts are completed accurately, efficiently, and in compliance with applicable regulations. - Monitor contract milestones, renewals, amendments, expirations, and contractual obligations while proactively identifying potential risks. - Government RFP Leadership: - Lead and coordinate responses to government Requests for Proposals (RFPs), RFIs, and related procurement opportunities. - Partner closely with Sales, Product, Finance, Legal, and executive leadership to develop compelling, compliant, and competitive submissions. - Serve as the internal subject matter expert for government procurement and contracting processes. - Contract Systems & Process Improvement: - Lead the implementation, administration, and ongoing optimization of a Contract Lifecycle Management (CLM) platform. - Develop scalable contracting workflows, approval processes, templates, clause libraries, and playbooks that improve consistency and reduce contract cycle times. - Continuously identify opportunities to streamline contracting operations and improve organizational efficiency. - Compliance & Risk Management: - Ensure compliance with applicable government contracting regulations, including FAR, DFARS, GSA requirements, and applicable state and local procurement rules. - Stay informed of regulatory changes and advise internal stakeholders on potential business impacts. - Partner with Legal leadership to minimize contractual risk while supporting business growth. - Cross-Functional Partnership: - Build strong partnerships across Legal, Sales, Finance, Product, Procurement, Customer Success, and executive leadership. - Provide practical contracting guidance that enables the business to move quickly while maintaining appropriate legal protections. - Deliver training and enablement to internal teams on contracting policies, tools, and best practices. - AI & Continuous Improvement: - Leverage approved AI tools to improve productivity, contract quality, and workflow efficiency. - Evaluate AI-generated work critically and apply sound professional judgment before implementation. - Help identify new opportunities to automate repetitive work while maintaining compliance and quality. Qualifications - 4–6+ years of experience negotiating SaaS, software, technology, and hardware agreements across both government and commercial environments. - Demonstrated experience managing federal, state, and local government contracts. - Strong knowledge of government procurement processes and competitive RFP responses. - Experience supporting GSA Schedules and Federal Supply Schedule (FSS) programs, including pricing structures, compliance requirements, and modification processes, as well as SAM.gov registration and entity management. - Experience implementing or administering a Contract Lifecycle Management (CLM) platform. - Experience working with Salesforce and modern contracting technologies. - Outstanding contract drafting, negotiation, communication, and relationship-building skills. - Strong analytical skills with exceptional attention to detail. - Ability to balance legal risk with practical business objectives. - Proven ability to manage multiple complex priorities in a fast-paced, collaborative environment. Education - Bachelor's degree required. - Juris Doctor (JD) or Paralegal certification is a plus but not required.
