Technical Writer / Proposal Support Specialist

Role Description Kaleidoscope is seeking an experienced Technical Writer / Proposal Support Specialist to support bid and proposal development within the utility, vegetation management, and infrastructure services industries. - Review RFPs, RFQs, RFIs, contracts, and bid packages. - Analyze solicitation requirements and develop compliance matrices and response outlines. - Draft, edit, and format technical and administrative proposal content. - Develop proposal responses using company documentation, historical submissions, and subject matter expert input. - Coordinate with stakeholders to gather supporting information and documentation. - Ensure proposal deliverables are accurate, complete, and submitted by required deadlines. - Maintain proposal templates, content libraries, project descriptions, resumes, and supporting materials. - Identify content gaps and assist with developing new proposal materials. - Prepare technical narratives, qualifications packages, bid forms, certifications, and related documentation. - Provide timely, professional communication regarding proposal status, information requests, and upcoming deadlines. Qualifications - Minimum 3 years of experience in technical writing, proposal writing, bid support, or a related field. - Experience supporting proposals within one or more of the following industries: - Utility Vegetation Management (UVM) - Tree Trimming Operations - Utility Services - Construction - Infrastructure Services - Strong understanding of procurement documents, proposal requirements, and contract compliance. - Excellent written communication, editing, and organizational skills. - Ability to manage multiple deadlines and produce high-quality work with minimal oversight. - Proficiency with Microsoft Word, Excel, Teams, and SharePoint. - Writing sample, proposal excerpt, or technical document required with application. Preferred Qualifications - Experience supporting investor-owned utilities, municipalities, cooperatives, or utility contractors. - Knowledge of ISA vegetation management standards and utility tree trimming practices. - Experience developing compliance matrices, technical approaches, management plans, and executive summaries. - Familiarity with utility and public-sector procurement processes. - APMP certification is a plus. Work Environment - Fully remote. - Occasional travel to company offices, customer locations, or field sites may be requested. - Candidates must be legally authorized to perform contract work in the United States. The Technical Writers's primary responsibility is to write responses to Requests for Proposals (RFPs) from state government clients. Works closely with capture manager, proposal manager, sales executive, solution lead, delivery representatives, subject matter experts, and other proposal team members to tailor contractual provisions to tailor RFP responses to meet client requirements, company value proposition, and complete proposal according to established schedule.
