Role Description En qualité des Directeur-trice des Ressources Humaines, vous serez intégré-e aux réunions hebdomadaires du Comité de Direction. Dans le cadre de vos missions, vous aurez en charge de concevoir et proposer une politique d’optimisation des ressources humaines de collectivité par le recrutement, la promotion de la gestion des carrières (mobilité, affectations, formations,…), d’assurer la mission de conseil, de dialogue avec les représentants du personnel et garantir la qualité du climat social en recherchant l’adhésion du personnel aux objectifs de la ville en diffusant les informations d’ordre statutaire ou social liées à ces objectifs. Le service RH est composé de 11 agents : - 1 DRH-adjointe - 1 assistant-e de direction - 1 responsable Absences et 1 gestionnaire - 4 gestionnaires Paie, Carrières et Retraite dont 3 responsables par thématique - 1 référente chargée du développement des compétences - 1 conseiller de prévention et 1 assistant de prévention Activités : - Participer à la définition de la politique de gestion et d’optimisation des ressources humaines et au pilotage général de la fonction RH. - Assurer une aide à la décision d'organisation et de gestion des ressources humaines en direction du Maire, de la Direction Générale et l'ensemble de l'encadrement. - Accompagner les directions, les services et les agents sur les questions RH. - Informer et communiquer en interne. - Mettre en place des outils de gestions (procédures, méthodes) et de management (évaluation, communication interne…). - Intervenir dans la gestion des conflits individuels et collectifs. - Contribuer à l'animation du dialogue social, à la gestion des emplois, gestion des effectifs et des compétences (mobilité interne, recrutement, anticipation des départs à la retraite...). - Contrôler la gestion administrative et statutaire. - Suivre et participer aux instances paritaires, assurer le dialogue social avec les organisations syndicales et les représentants du personnel. - Superviser la politique de formation en cohérence avec les objectifs des services et les projets transversaux. Mettre en place un plan de formation adapté aux enjeux de la collectivité. - Maîtriser la masse salariale et contrôler l’exécution du budget. - Manager/encadrer le service des RH. - Contribuer aux ajustements permanents de la fonction RH à l'évolution du service public. - Réaliser des études spécifiques sur des dossiers transversaux. - Veiller à la règlementation en matière des ressources humaines. Qualifications - Formation supérieure en gestion des ressources humaines. - Maitrise du statut de la FPT. - Connaissances et expérience en management de projet et d'équipe, en conduite du changement. - Maitrise du fonctionnement des instances paritaires. - Connaissance du fonctionnement et modalités du contrôle de légalité. - Connaissance des métiers de la Fonction Publique Territoriale. - Connaissance du droit du travail. - Méthodes et outils de la gestion du personnel. - Connaissances des instances, processus et circuits décisionnels. - Maîtriser les outils bureautiques. - Savoir communiquer à l’oral et à l’écrit (capacité rédactionnelle). - Maitrise des règles administratives, budgétaires et comptables de la comptabilité publique. - Maitrise des techniques d’animation, de médiation et de résolution de conflits. - Disponibilité et secret professionnel.
