Technical Project Manager

VivSoft Technologies

The Technical Project Manager will support the U.S. Department of Agriculture, overseeing complex projects exceeding $1M annually. This role ensures strict adherence to NASS PMO processes, USDA project governance practices, and federal best‑practice frameworks that strengthen program performance and support mission‑critical statistical initiatives. Manage project schedules, deliverables, milestones, risks, and budgets for projects exceeding $1M annually. Ensure full compliance with PMO standards and the Project Accountability Model (PAM), supporting consistent project governance. Facilitate clear communication and coordination among cross‑functional stakeholders, leadership, and partnering agencies. Track project progress and maintain detailed project documentation using tools such as MS Project, JIRA, and MS Office Suite. Prepare and deliver regular status reports that support transparency, auditability, and USDA oversight expectations. Support USDA’s broader project management improvement goals as outlined by the USDA Program/Project Management (P/PM) Community of Practice, contributing to improved performance outcomes and maturity.

Job Requirements

  • PMP or Agile Certification required.
  • 5+ years of experience managing projects valued at over $1M annually, preferably within a federal statistical agency.
  • Proficiency in MS Project, JIRA, and Microsoft Office tools for project planning, scheduling, reporting, and documentation.
  • Strong understanding of project governance, schedule management, risk management, and performance monitoring.
  • Excellent communication and stakeholder‑management skills with the ability to coordinate across USDA mission areas.
  • Ability to work within federal frameworks supporting organizational governance, performance improvement, and standardized PMO practices.
