Role Description La DGAMPA développe une capacité de valorisation de ses données maritimes, pêche et aquaculture au profit de ses bureaux métiers, partenaires administratifs et privés qui débute par la mise en place d'une solution d'exploration, d'analyse et de visualisation de données 360°. Elle poursuit son action avec la mise en place, en 2024, d'une plateforme opendata et de solutions de traitement évolués de données géolocalisées. Elle conduit, par ailleurs, la transformation numérique des usages via la refonte de son système d'information composé de plus d'une centaine d'applications et de bases de données. L'ingénieur Data Steward devra fournir un appui pour gérer l'organisation, la qualification et la gestion des données de référence du service. Au sein de l'équipe Innovation et data, vos missions principales seront : - Veiller à la fiabilité de la donnée - Animer la culture data au sein du service - Définir et maintenir les règles de qualité de données (complétude, exactitude, cohérence, fraîcheur) - Mettre en oeuvre et enrichir le catalogue et le dictionnaire de données du service - Identifier, qualifier et documenter les données critiques - Concevoir les processus de correction et d'amélioration continue de la qualité des données - Assurer la traçabilité des données (data lineage) et en documenter les flux - Contribuer aux analyses d'impact relatives à la protection des données (AIPD/DPIA) - Participer à la définition et à l'application des politiques de gestion du cycle de vie des données - Participer au reporting de suivi d'activités du service - Former et sensibiliser les collaborateurs aux bonnes pratiques de gestion et d'utilisation des données - Être l'interlocuteur/trice privilégié(e) des équipes SI, BI et métiers sur les sujets liés aux données - Contribuer aux instances de gouvernance (comités pilotage, comités de suivi, revues de qualité) Qualifications - Formation initiale scientifique de spécialité informatique de niveau 7 RNCP : Bac+5 en informatique décisionnelle, statistiques, mathématiques appliquées, data science ou équivalent (école d'ingénieur, master universitaire) - Minimum 2 ans d'expérience sur un poste similaire (analyste données, data steward) - Certification en gouvernance des données (CDMP, DAMA) et/ou protection des données (CIPP/E, DPO certifié) serait un plus Requirements - SQL avancé (requêtes complexes, optimisation) - Python (visualisation, statistiques) - Modélisation de données (MCD, MPD, entrepôts de données) - Maîtrise des processus ETL/ELT & pipelines de données - Connaissance RGPD et principes de data quality - Outils BI (Grist, Superset, Digdash ou équivalent serait un plus) - Outils de gestion des référentiels serait un plus (MDM Blueway) Benefits - Rigueur analytique et fort sens du détail - Pédagogie et capacité à vulgariser des sujets complexes - Esprit de collaboration transverse et diplomatie - Proactivité et orientation résultats mesurables - Adaptabilité dans un contexte en forte évolution - Excellentes capacités de communication écrite et orale - A l'aise avec les méthodologies de conduite de projets agiles, vous saurez vous intégrer dans un travail en équipe Éléments de candidature Documents à transmettre : Pour postuler à cette offre, l'envoi du CV et d'une lettre de motivation est obligatoire.
