• Identify sustainable programming in alignment with known community recovery needs and priorities in the long-term recovery phase. • Support Red Cross Long-Term Recovery Operations to integrate LTR programs and services into broader community recovery plans. • Establish and maintain strong partnerships with community-based recovery groups and other relevant stakeholders involved in long-term recovery efforts, to facilitate communication, coordination, and collaboration. • Expand partnerships and promote resource sharing to improve community-based recovery outcomes. • Identify opportunities for continuous process improvement and program evolution, including advancing support for diversity, equity, and inclusion in program and process. • Develop, prepare and deliver reports, briefings, and presentations for internal and external stakeholders. • Collaborate across the Long-Term Recovery Section. • Support development of guidance for integrating grants, preparedness, and individual resilience programs within community recovery. • Work with stakeholders across Community Operations, other branches, and region/division teams to develop, implement, and evaluate a unified community mobilization strategy for both steady-state and operational settings. • Collaborate with cadre managers and national, division, and region stakeholders to recruit, develop, and engage a highly skilled volunteer workforce supporting community recovery. • Assess and identify opportunities for cadre engagement and development. • Plan and deliver training to build volunteer cadre skills aligned with community recovery needs. • Coordinate with Long Term Recovery Section, Workforce Engagement and Training to ensure ample learning opportunities (courses/sessions and leader development opportunities) are available and aligned to skill and responder needs. • Regularly conduct continuing education calls to inform, communicate, and engage the workforce with program, policy, and system changes to ensure cadre members receive timely, accurate updates increasing clarity and engagement. • Identify opportunities for the workforce to engage in active/experiential learning and peer learning activities to ensure responders learn through active, hands on, and peer-supported experiences that reinforce skill application and retention. • Support onboarding of Community Recovery Managers at the onset of LTROs. • Support the transition from response to Long-Term Recovery Operations (LTRO), including conducting and presenting community needs assessments to inform LTRO priorities.
Job Requirements
- Bachelor’s degree or equivalent combination of education and experience required.
- Minimum of 7 years of experience in community outreach, volunteer engagement, partner-agency relations, and disaster response/recovery preferable.
- Familiarity with long-term recovery programs and structures, disaster case management processes, response/recovery operational structures, and volunteer engagement.
- Experience with design and delivery of programs and training.
- Excellent interpersonal, verbal and written communication skills.
- Ability to manage multi-stakeholder programs with measurable outcomes.
- Ability to influence without direct authority.
- Experience conducting and applying community needs assessments.
- Demonstrated sound judgment, making timely, informed decisions in complex situations.
- Proven ability to manage community recovery programs from planning through continuous improvement.
