Role Description Dans le cadre d’un prochain départ à la retraite, la collectivité recrute son/sa futur(e) Responsable financier et comptable. Le service Finances est composé d’un responsable et d’un comptable. Sous l’autorité de la direction générale des services, vous travaillerez en étroite collaboration avec cette dernière afin de garantir la fiabilité, la continuité et la qualité du traitement des opérations budgétaires et comptables de la collectivité. Vous pilotez la stratégie financière de la collectivité et assurez la gestion budgétaire et comptable de la commune. - Pilotage budgétaire et financier - Préparer, élaborer et suivre le budget communal, - Mettre en œuvre et sécuriser les procédures budgétaires, - Participer à l’élaboration des prévisions financières en coût global, - Assurer le suivi et le pilotage de l’exécution budgétaire, analyser les écarts constatés et proposer les mesures correctives adaptées. - Gestion financière et optimisation des ressources - Suivre la fiscalité et les ressources financières de la collectivité, - Réaliser des analyses financières et proposer des stratégies d’optimisation, - Rechercher et mobiliser des financements et subventions, - Gestion de la dette et de la trésorerie - Assurer le suivi et la gestion de la dette, des garanties d’emprunts et de la trésorerie de la collectivité, - Gestion de l’investissement et du patrimoine comptable - Assurer le suivi comptable des opérations d’investissement, - Gérer les inventaires comptables et le suivi de l’actif de la collectivité en lien avec les services concernés, - Veiller à la fiabilité et à la mise à jour des données patrimoniales et comptables. - Conseil stratégique et accompagnement des élus - Élaborer des scénarios prospectifs d’investissement et de fonctionnement (PPI/PPIF), - Produire des tableaux de bord et des outils d’aide à la décision, - Être force de proposition auprès de la Direction Générale et des élus, - Participer à la définition des orientations financières de la collectivité. - Management et coordination - Encadrer, animer et accompagner le service, - Développer une dynamique de travail transversale avec les services. Qualifications - Formation supérieure en finances, comptabilité ou gestion publique, - Expérience sur un poste similaire en collectivité territoriale souhaitée. Requirements - Maîtrise de la comptabilité publique et des nomenclatures M57, M4 et M49, - Bonne connaissance du fonctionnement des collectivités territoriales, - Maîtrise des outils bureautiques et financiers, - Connaissance d’un logiciel comptabilité / finances serait appréciée.
