Program Manager – Senior Contract Specialist

Martek Global Services, Inc.

• Serve as the Program Manager and primary point of contact for the Government, ensuring successful contract performance and customer satisfaction. • Lead, supervise, and support contractor personnel, including staffing, work assignments, performance management, and day-to-day operations. • Manage cradle-to-grave federal acquisition activities for a wide range of procurement actions. • Conduct acquisition planning, market research, and procurement strategy development. • Prepare, review, and maintain acquisition documentation, including acquisition plans, solicitations, determinations and findings, award documents, contract modifications, and related procurement documentation. • Support proposal evaluations, negotiations, source selections, contract awards, and post-award administration activities. • Maintain complete electronic contract files and prepare required reports, metrics, and status updates. • Lead customer meetings and provide regular communication regarding contract performance and acquisition activities. • Ensure compliance with the Federal Acquisition Regulation (FAR), HHSAR, agency policies, and acquisition best practices. • Perform other duties as assigned in support of program objectives.

Job Requirements

  • Bachelor's degree
  • Minimum seven (7) years of experience in program management, federal contracting, acquisition planning, or a combination of these disciplines
  • Current or previous FAC-C certification (or civilian equivalent) maintained for a minimum of five (5) years
  • Demonstrated experience managing cradle-to-grave federal acquisitions
  • Strong knowledge of the Federal Acquisition Regulation (FAR), acquisition planning, contract administration, source selection, market research, and contract modifications
  • Excellent written, verbal, organizational, and interpersonal communication skills.
  • Experience using Integrated Contract Expert (ICE) – high desirable
  • Experience supporting the Department of Health and Human Services (HHS), the Centers for Disease Control and Prevention (CDC), or other civilian federal agencies
  • Experience supervising acquisition professionals
  • Experience using electronic contract writing systems
  • Ability to manage multiple concurrent acquisition actions in a fast-paced environment
