Manager, People Services Operations

Role Description The Manager, People Services Operations is responsible for leading the delivery and continuous improvement of core People Services operations. The Manager will ensure the accurate, efficient, and compliant administration of employee data, benefits, pension, leave management, and HRIS processes across the organization. - Provides strategic and operational systems oversight of employee records, position control, and workforce data, enabling informed decision-making and organizational effectiveness. - Serves as a subject matter expert as it relates to their HRIS and various additional People Services technology solutions. - Ensures high-quality service delivery, supports policy and process integrity, and drives consistency across the employee lifecycle. - Builds team capability, strengthens operational practices, and collaborates across the organization to align People Services programs, systems, and processes with business needs and regulatory requirements. Qualifications - A Bachelor's degree and/or a CHRP designation, combined with at least 5-7 years' direct experience – ideally within HR at supervisor level, or a combination of education and experience. - Experience in leading & managing ongoing relationships with third-party providers. - Strong knowledge of Enterprise Resource Planning/large systems usage, and records management. - Knowledge of how to interpret Collective Agreement provisions and legislation related to Human Resource policies and procedures. - Direct knowledge and experience with project management & process improvement methodologies such as Lean, Six Sigma, workflow design, and service mapping. - Sound ability to promote and encourage team cooperation, combined with customer service orientation and excellent interpersonal and communication skills. - Proven ability to maintain confidentiality, exercise extreme discretion and navigate sensitive situations successfully. - Other skill sets include budget management, time management, the ability to shift priorities, critical thinking, and negotiation. - A continuous improvement mindset, combining analytical ability to assess and recommend enhanced methods, drive implementation of new procedures, and maintain a high standard of accuracy and attention to detail. Responsibilities - Employee Experience & Support - Serve as a primary point of contact for day-to-day employee questions across North America. - Conduct employee 1:1 check-ins to gather feedback and improve the overall employee experience. - Coordinate life event recognition, employee appreciation, holiday gifts, and engagement initiatives. - Support employee engagement programs. - Escalate employee relations, policy, and compliance matters as appropriate. - HR Operations - Coordinate onboarding for new hires in HiBob and Rippling. - Maintain employee records and ensure HR system accuracy and data integrity. - Execute promotions, organizational changes, employee lifecycle updates, and system maintenance. - Support annual merit review administration. - Maintain HR documentation, workflows, and operational processes. - Benefits Administration - Administer employee benefits programs across the U.S. and Canada, including health benefits, retirement plans, wellness offerings, and employee perks. - Manage leave and PTO administration in partnership with internal stakeholders. - Serve as the primary contact for employee benefit questions. - Partner with vendors to maintain and enhance employee benefit offerings. - Programs & Logistics - Coordinate Working from Abroad requests. - Manage office reimbursement programs. - Coordinate team remote happy hours, in-person workdays, and employee offsite logistics. - Manage CPA Renewals and People Operations budget tracking. - Administer Navan and other People Operations vendors. - Support the rollout of new employee programs and benefits. - Process Improvement - Continuously identify opportunities to improve, automate, and scale People Operations processes. - Partner with internal teams to improve efficiency and the employee experience. - Maintain clean, organized, and reliable HR systems. Qualifications - 2+ years of experience in Human Resources, People Operations, or a related field, preferably in a startup environment. - Experience supporting employee lifecycle processes in a fast-paced environment. - Experience administering employee benefits and HR programs. - Experience working with HRIS platforms such as HiBob, Rippling, Workday, BambooHR, or similar systems. - Strong organizational skills with exceptional attention to detail. - Outstanding customer service and communication skills. - Ability to manage multiple priorities while maintaining accuracy and responsiveness. - Experience supporting remote and distributed teams is preferred. • EOR Transition Support – Partner with Fora's US People Ops team on the operational execution of contractor-to-employee conversion for our Philippines-based workforce. Coordinate closely with our EOR to ensure accurate onboarding, records, and a smooth, compliant, people-first transition by early 2027. • Employee Experience – Serve as the primary point of contact for Manila-based employees throughout their full tenure at Fora — from onboarding through day-to-day employment, growth, and offboarding.
