Role Description SAIC is seeking a highly qualified Program Control Principal to support a complex, high-visibility defense acquisition program executed under an Other Transaction Authority (OTA) agreement. The ideal candidate will have a strong background in cost control, financial management, and performance measurement on Firm-Fixed-Price (FFP) contract vehicles. - Develop, maintain, and report on program budgets in alignment with FFP contract structure - Establish and maintain the Performance Measurement Baseline (PMB) and manage all baseline changes through a formal change control process - Prepare invoices in accordance with milestone payment schedules - Track and report cost, schedule, and performance metrics on a monthly basis for Government and internal PMRs - Develop and maintain the Integrated Master Schedule (IMS) including critical path analysis and schedule risk assessment - Monitor and report on subcontractor cost and schedule performance, ensuring compliance with prime contract requirements - Prepare variance analysis reports identifying root causes of cost and schedule variances and recommended corrective actions - Support development of ROM estimates and detailed cost proposals for future program phases - Maintain compliance with all applicable cost and software data reporting (CSDR) requirements - Support price substantiation efforts, ensuring all cost estimates are supported by detailed analysis and rationale - Assist with representations and certifications required for OTA agreement compliance Qualifications - Proven ability to develop, maintain, and execute program budgets on FFP contract structures - Experience developing and tracking Rough Order of Magnitude (ROM) estimates and detailed cost proposals - Strong understanding of FFP cost risk — ability to identify, quantify, and communicate cost risk exposure to program leadership - Proficiency in cost baseline development, maintenance, and change control - Experience with price reasonableness assessments and Total Evaluated Price (TEP) analysis - Ability to develop and maintain cost models for multi-deliverable, milestone-driven programs - Experience with subcontractor cost management, including flow-down of cost control requirements and monitoring of subcontractor financial performance - Familiarity with long-lead material procurement cost tracking and management under fixed-price frameworks, including no-fee/no-profit material cost structures Requirements - Strong understanding of Earned Value Management (EVM) concepts, metrics, and reporting - Experience calculating and interpreting key EVM metrics including: - Cost Performance Index (CPI) - Schedule Performance Index (SPI) - Estimate at Completion (EAC) - Estimate to Complete (ETC) - Variance at Completion (VAC) - Ability to develop and maintain a Performance Measurement Baseline (PMB) - Experience identifying cost and schedule variances and developing corrective action plans - Proficiency in milestone-based payment tracking, ensuring payment milestones are tied to demonstrated performance events rather than paper reviews alone - Experience with Technical Performance Measure (TPM) tracking and integration into cost/schedule reporting - Proficiency in developing and maintaining Integrated Master Schedules (IMS) with full task dependencies and critical path analysis - Experience with critical path management and schedule risk assessment - Ability to integrate subcontractor schedules into the prime IMS - Proficiency in scheduling tools such as Microsoft Project, Primavera P6, or equivalent - Experience identifying and reporting schedule variances and their cost impacts - Experience preparing and delivering monthly cost, schedule, and performance reports for internal and Government Program Management Reviews (PMRs) - Proficiency in developing and submitting Contract Data Requirements List (CDRL) deliverables - Familiarity with cost and software data reporting (CSDR) requirements in accordance with DoDI 5000.73 and MIL-STD-881 - Understanding of baseline change control processes and associated documentation requirements - Experience supporting Government audit activities and responding to cost-related inquiries Company Description SAIC® is a premier mission integrator focused on advancing the power of technology and innovation to serve and protect our world.
