Role Description The Senior Buyer, under the supervision of the Senior Manager, Procurement and Contracting, is responsible for executing key purchasing and contracting functions. This role processes FLVS procurement requests and manages assigned contracting activities in accordance with established policies, procedures, and Florida Statutes. The Senior Buyer serves as a liaison to department stakeholders, providing education, guidance, and support throughout the procurement process. - Administer procurement processes resulting in the acquisition of a wide range of commodities and services. - Conduct procurement planning sessions with business and stakeholders to ensure understanding of the procurement process. - Identify and recommend appropriate method of procurement in accordance with established procedures. - Review and make edit recommendations for specifications and scopes of work. - Develop and publish competitive solicitation and request for quote documents. - Identify and source potential vendors to ensure adequate competition. - Facilitate public meetings for the solicitation process. - Review quotes, bids, and proposals for responsiveness to minimum requirements. - Prepare award recommendations and notices in compliance with FLVS policy and statute. - Negotiate with vendors to obtain best prices and most favorable terms. - Draft, review, and coordinate contractual documents. - Oversee the end-to-end contracting lifecycle. - Facilitate FLVS office of general counsel review of contractual documents. - Consult with department stakeholders to determine commodity/service needs. - Review requisitions and purchase orders for accuracy and compliance. - Provide guidance, training, and mentoring to personnel on procurement processes. - Develop and deliver procurement training(s) for new staff members. - Participate in procurement department systems testing, analysis, updates, and improvements. - Negotiate and process non-fiscal agreements. - Meet professional obligations through efficient work habits. Qualifications - Bachelor’s Degree; or equivalent combination of education and relevant experience. - NIGP-CPPB Professional Certification or equivalent, preferred. - Five years of professional procurement or related experience. Requirements - Knowledge of local, state, and federal procurement statutes. - Ability to exercise independent judgment to adopt or modify methods and standards. - Knowledge of the Federal Guidelines for Federal Grant purchases. - Experience using computer to enter, retrieve, review, and modify data. - Ability to compile, review, categorize, prioritize, analyze, and interpret data. - Ability to provide guidance and assistance on procedures and standards. - General understanding of generative AI in the workplace (preferred). - Ability to work effectively remotely and independently. - Strong interpersonal and communication skills, both written and virtual meetings. - Ability to prioritize tasks and follow through with requests for assistance. - Strong, documented attention to details and customer satisfaction.
