Senior Program Manager – Workforce Planning
Fluxon
• Oversee all staffing and allocation processes for all roles at Fluxon. • Lead regular workforce planning cycles, including headcount forecasting, budget alignment, scenario modeling, and more. • Build and maintain scalable workforce models and processes that inform staffing timelines, team capacity, and workforce planning. • Develop tools, dashboards, and reports to provide visibility into headcounts, staffing trends, capacity, and hiring trends. • Lead a cross functional team to drive alignment on business, hiring, and staffing priorities and ensure clear communication between all stakeholders. • Partner with Finance and leadership to manage Fluxon’s staffing forecast to anticipate future staffing needs, capacity planning, and aligning with budgets. • Drive continuous improvement and provide data-driven recommendations to finance, talent, department leads, and executives to the overall staffing process.
Job Requirements
- 7+ years of experience managing complex program management, workforce planning, staffing, resource allocation or similar People/HR domains in a fast-paced consultancy, agency, or enterprise environment.
- Experience operating at both strategic and hands-on levels, building staffing processes, tools, and workflows from the ground up.
- Strong analytical and modeling skills with experience in capacity planning, forecasting, and identifying staffing trends.
- Excellent written and verbal communication and influencing skills, including experience aligning with senior leadership / executives across technical and non-technical functions.
- Experience defining or managing operational KPIs such as utilization, capacity, or hiring velocity.
- Excellent track record of making data-informed recommendations in environments with ambiguity and shifting priorities.
- Strong skills in risk management, conflict resolution, and making trade-off decisions in high-pressure settings.
- Experience in a high-growth or startup environment is preferred.
- Familiarity with workforce planning or staffing tools (e.g., Anaplan, Float, Workday Adaptive Planning, People.ai or similar).

This unique leadership development program uses European battlefields as living classrooms to develop military leaders through historical study, terrain analysis, and professional discussion. The Program Manager will be responsible for all aspects of program delivery, including instructor coordination, logistics management, quality control, and client relations with U.S. military units across the European theater. This role requires exceptional organizational skills, deep knowledge of military history, and the ability to manage complex multi-day educational events across multiple European countries. About the Program: Battlefield Staff Rides combine three essential elements: the intellectual (historical study and analysis), the physical (visiting actual battlefields), and the emotional (understanding the human dimension of combat). The program serves commanders seeking to develop their leaders through the study of military campaigns ranging from ancient Greece to World War II, across sites throughout Europe and the Mediterranean basin.
