Disaster Recovery Lead Grants Administrator

Role Description ICF’s Disaster Management Division seeks a Lead Grants Administrator – Reservist On Call to join our team! This ON-CALL position will require travel to client offices, disaster recovery sites, and deployable for multiple week assignments. This is a U.S. based position. About On-Call Employment with ICF: - ICF hires professionals as “On-Call” employees due to the seasonal or project-specific nature of our disaster and emergency management work. - On-Call employees are scheduled for work as it becomes available, with the freedom to accept or decline hours. - They can work on concurrent projects outside of their ICF assignment, provided there's no conflict of interest. The Lead Grant Administrator – Reservist On Call will work with ICF staff and our clients to deliver grant and program financial support across opportunities funded by federal and state agencies including: - Federal Emergency Management Agency (FEMA) - Department of Energy (DOE) - Department of Transportation - Environmental Protection Agency (EPA) - Department of Commerce The successful candidate will be charged with: - Flawless execution of programs - Anticipating and meeting client’s needs - Strategically positioning the company’s resources and expertise to grow the business These will be extremely fast-paced projects and while the work will be hard, the rewards will be great as we do our part to help areas affected by natural disasters recover and rebuild. Key Responsibilities - Provide guidance, supervision and oversight to Disaster Recovery Specialists, Closeout Specialists, and Grant Administrators as requested. - Lead FEMA grants review, reporting and documentation. - Review of the current obligated project worksheets for validation of the eligible scope of work and cost. - Perform QA/QC review and oversight as requested. - Validation of the submitted procurement, invoice and supporting documentation against the project scope of work to ensure alignment. - Research and review relevant regulations and policies that support eligibility or denial. - Interact with technical team as necessary to discuss concerns or challenges with recommendations. - Work on cost analyzation and reconciliation, including alignment with client assets and funding, measuring performance with key metrics. - Keep Project Manager, immediate supervisor and required stakeholders informed on issues, problems & resolutions. - Maintain and track data as required in reporting management information systems. - Apply analytical and evaluative techniques to the identification, consideration and resolution of a wide variety of grant and financial issues and problems. - As requested by ICF, travel to subrecipient site to assist in document collection and upload to DRS. - Coordinate and participate in resolution of project related issues and concerns. - Optimize procedures and maintain communication and focus. - Maintain and track each case as required in project report management information system. - Superior customer service skill set, ability to listen, facilitate and negotiate problems. - Expertise in area in which you are assigned. Carry out timely and accurate duties as requested. - Travel as required to client recovery and ICF sites as required and requested by ICF management. Qualifications - 8+ years of professional experience (post college) in disaster management. - 3+ years in FEMA Public Assistance (PA) or disaster recovery grants, with a leadership role over large or complex projects in the state, federal or consulting areas. - 3+ years of experience interpreting policy, mentoring teams and interfacing with state/federal counterparts. - 3+ years of recent intermediate experience with MS Office (Word, Excel) – Pivot Tables, V-Lookup, Formulas, etc. - 2+ years of experience in Grants, Accounting, Insurance, Finance and/or Auditing. - Must be able and willing to travel (flight and vehicle) as required for project work. - Must have a valid United States driver’s license and can successfully pass a Motor Vehicle Records (MVR) check. Preferred Skills - Bachelor's degree. - 2+ years of experience delivering grant and program financial support across opportunities funded by federal and state agencies. - Experience in disaster recovery, catastrophic insurance, accounting and/or grants, with practical implementation at federal, state and or local government levels. - Prior experience in the FEMA PA program. - Experience with grant management and grant portals. - Background in various types of construction. Professional Skills - Strong proficiency in Microsoft Office Suite and computer use. - High attention to detail and accuracy in documentation and reporting “on-time” and professionally, including ability to follow directions. - Strong organizational skills, with the ability to effectively plan, prioritize and manage multiple tasks and activities, independently and collaboratively. - Strong written and oral communication, including interpersonal and presentation skills. - Excellent critical thinking skills to help resolve project constraints and make decisions, paired with a desire to take initiative. - Ability to work well under continually changing deadlines and priorities, including ability to work evenings and weekends as needed. - Awareness and appreciation of various cultures, socioeconomic backgrounds, and community dynamics. - FEMA Certifications. Compensation This position will offer an hourly pay range between $30-$50 per hour, based upon % match to job description, location, etc., as determined by the hiring team. Higher education and experience will not change this salary range. Pay Range The pay range for this position based on full-time employment is: $89,261.00 - $151,744.00.
