Role Description GovCIO is currently hiring for Technical Delivery Manager with Healthcare Subject Matter Expertise to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) Program within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). This position will be a remote position within the United States with core hours of operation Monday through Friday, 8:00 AM to 5:00 PM ET. - Serve as a subject matter expert supporting healthcare, informatics, Agile, and policy domains. - Evaluate incoming demand and intake requests to validate scope, alignment, and readiness. - Advise on data governance, treatment, and purpose of use considerations. - Prepare and deliver executive-level briefings, summaries, and decision documents. - Engage with stakeholders across VA, program leadership, and technical delivery teams. - Develop product roadmaps, document requirements, process flows, technical impacts, and decision outcomes to support discovery and delivery. - Assess legal and policy impacts related to data, applications, and integrations. - Contribute to program planning, milestone tracking, and operational readiness tasks. - Facilitate communication across cross‑functional teams to ensure clarity and alignment. - Submit product reporting through tools such as VA PARS and Jira. Qualifications - Bachelor's in Business Administration, Business Management, Computer Science, Information Systems, Operations Research or related fields with 5 years (or 10 years commensurate experience or 8 with applicable certifications). Requirements - Clearance Required: Public Trust Eligibility. - Demonstrated experience working with clinician‑facing data and systems, including supporting clinician access to aggregated clinical data. - Demonstrated understanding of Agile methodologies and their application. - Healthcare background with familiarity in clinical or operational workflows. - Strong communication skills, including stakeholder engagement and executive‑level presentations. - Ability to operate independently in fast‑paced, high‑visibility environments. - Familiar with electronic health record management (EHRM) system(s).
