Role Description Chevo is hiring two experienced Capital Planning Analysts to join our expanding firm. This position provides the opportunity for significant client interaction by learning the client’s business and becoming a trusted advisor. Ideal candidates will demonstrate the versatility to understand and perform work that ensures Capital Planning & Investment Control (CPIC) processes are accurate and compliant and supports the assessment of Farm Production & Conservation (FPAC) IT portfolio health scores. Note: This position is completely remote, staff supporting this contract may be located in the Kansas City and Washington DC metropolitan areas and/or surrounding areas. Duties and Responsibilities: - Develops and validates business cases, artifacts and data supporting investment health, performance and departmental reviews. - Analyzes spend plan and contract data to correctly align investment projects. - Ensure EVM approaches align with traditional and agile development models. - Drafts AAR Cover Memos and completes AAR shells in AgMAX 2.0. Qualifications - Completed Bachelor’s degree in related field. - 2+ years of CPIC experience with federal programs. USDA experience preferred. - Possess the ability to communicate with all levels of IT and Business (SME to senior-level) within an organization to capture information for IT Portfolio business cases and develop work products such as investment charters, operational analyses, analysis of alternatives, risk management plans, and technical studies in support of the USDA Capital Planning process. - Experience developing corrective action plans to address USDA OCIO investment business case feedback and partner with clients to remediate items identified. - Experience in Acquisition Approval Request process (USDA experience highly preferred): Drafting Cover Memos; performing detailed analysis of spend plan to identify AAR requirements; analyzing details of Spend Plan to identify AAR requirements; maintaining AAR SharePoint libraries and daily submittal of AAR status report for leadership; and, creating and completing AAR shells in AgMAX 2.0. - Knowledge of Earned Value Management (project performance measurement, forecasting, and variance analysis). - Excellent written and verbal communication skills, including business and technical writing skills. Requirements - Previous experience supporting USDA.
