Role Description Oracle EBS Technical Lead/Subject Matter Expert GDIT is seeking a highly capable Consultant/Technical Lead/Subject Matter Expert to support the United States Postal Service National Accounting Oracle Financial Applications (NAOFA) team. The role will support these production applications and create new applications required. Support may include, but not be limited to: - Process management - Reporting - Technical planning - Assessment and evaluation - Architecture - Analysis and design - Development and testing - Automated unit testing - Maintenance and remediation support - Monitoring - Requirements analysis - Graphic design - Configuration - Quality assurance testing - Deployment These services require careful interaction with other Suppliers, product Suppliers, product vendors, USPS service providers, and USPS management. All resources must be capable of working independently. Meaningful Work and Impact This position provides the opportunity to develop innovative solutions that strengthen USPS systems and operations. Specific responsibilities may include: - Technical Lead/SME on the USPS National Accounting Oracle Financial Applications (NAOFA) team. - Manage and address all existing business applications and correct defects as they become known. - Utilize an iterative development methodology and conduct appropriate Agile ceremonies for all work done. - User testing and acceptance throughout the development cycle. - Identify risks associated with the development of software efforts. - Conduct feasibility/cost-benefit studies, requirements analysis, and life cycle activities. - Collect, develop, and analyze software requirements user story writing workshops. - Consistently evaluate application design and implementation. - Formulate a business model identifying the proposed business processes. - Develop “use cases” and determine the prescribed set of “artifacts” for each phase of each development cycle. - Develop java applications using a service-oriented architecture and web services. - Develop applications in a multi-platform environment. - Develop software applications prototypes for USPS Program Manager Evaluations. - Provide Graphic design for application user interface. - Conduct usability analysis and assessments. - Adhere to 508 compliance regulations for all development efforts. - Utilize the Government provided 508 reporting tool to identify and mitigate 508 issues. - Develop, document, and adhere to effective and appropriate configuration management practices. - Design systems using Agile framework or a framework similar as required by USPS. - Participate in project design specifications and review specifications as needed. - Assist with the development of business needs statements, user stories, acceptance criteria, and documentation. - Testing of any software and integration modules using standard USPS tools. - Develop system and user documentation for application software. Qualifications - Bachelor’s degree in a relevant field from an accredited institution is preferred. - Candidates without a four-year degree require an additional four years of relevant experience. Requirements - 5 years of experience with Oracle EBS, Oracle modules. - Experience with VersionOne, Agile processes, MS Office, SQL, PL/SQL, and Oracle database. - Analyze, design, and implement highly complex operating systems and application programs. - Responsible for designing, implementing, customizing, and integrating Oracle e-Business Suite applications. - Ensure that client’s Oracle e-Business Suite portfolio meets evolving business requirements. - Work with team members to scope, design, develop, test, implement, support, and enhance Oracle e-Business Suite solutions. - Design and develop utilities to ensure a modular approach in programming. - Work with Oracle functional business analysts to gather business requirements. - Collaborate with business partners, systems analysts, and application developers. - Responsible for coding and unit testing application software. - Design and develop technical solutions to a pre-defined requirement. - Follow documentation, software development methodology, version control, and testing standards. - Meet service-level agreements for production support response and resolution. - Provide technical guidance and mentoring to others in areas of expertise. - Review code and make recommendations based on industry best practices. - Use of Oracle E-Business Suite (EBS), Oracle Financials & SCM modules.
