Staffing Specialist III, Contingent Workforce

• Cultivate and manage relationships with hiring managers and agency vendors • Understand the skills and background required, the impact of the role, and what constitutes an ideal fit • Ensure a quality pool of candidates for every assigned requisition by using both vendors and self-sourcing strategies • Execute staffing strategies and review fair market value for candidate with vendor and hiring manager • Effectively manage requisition load • Manage the full lifecycle from onboarding to offboarding, including interview and rate negotiation with vendors and close candidates in a timely manner, additionally and proactively managing end date and awareness of extension needs aligned with business needs of manager • Champion a positive candidate experience and effectively manage candidates throughout the process • Manage Vendor Management System and Applicant Tracking System including all changes, updates and reporting • Manage contract extensions for assigned requisitions and client groups • Create meaningful metrics and recommendations based on trends, gaps, etc. • Administer guidance to contractors and managers for weekly time entry - Other duties as assigned to include invoice validation

Job Requirements

  • 3-5 years of full lifecycle recruiting experience: sourcing passive candidates, managing full lifecycle recruiting including interview coordination, rate negotiation, managing candidate and hiring manager expectations, ideally on a global scale
  • Experience working in software or technology services organizations
  • Strong researching and sourcing experience
  • Excellent problem solving, multi-tasking and organizational skills
  • Ability to work well under pressure and prioritize workload
  • Must be able to manage highly confidential information
  • Excellent written and verbal communication skills
  • Detailed oriented - Experience with LinkedIn Recruiter
  • Vendor Management Systems and Applicant Tracking Systems
  • Startup experience along with the ability to scale with a fast-growing company, highly desired

Role Description Martek Global Services, Inc. is currently looking for a Sr. Acquisition Specialist such as former or retired GS-1102, or military equivalents, or any individual with the required specialized training and experiences outlined below. Job Location: Remote; Salary Range: $85K - $90K The Contract Specialist shall have expert knowledge of Federal contracting law, regulation, policies and precedents, and related principles, policies and procedures to plan, lead, review, or audit the most complex procurement functions. Skill in technical and coordinative activities sufficient to lead work on a variety of highly complex procurement and contractual processes or reviews. Familiarity with business practices and market conditions sufficient to evaluate bid responsiveness, contractor responsibility and contractor performance. Ability to present factual information, analyses, and recommendations, or to compose bureau/agency guidelines. Responsibilities & Duties: - Ensure all work is completed in accordance with the FAR, DFARS, and provide the full range of procurement related support services in support of the customer’s acquisition activities including, but not limited to: - Pre-Solicitation Support: Provide pre-solicitation advice, recommendations, and document support for multiple assigned acquisition requirements through the pre-solicitation phase. - Performance Work Statements/Statements of Work/Specifications/Requirements Documents: Assist in preparing pre-award PWS, Statements of Work (SOW), Statements of Objective (SOO), and other requirements documents. - Acquisition Plan Support: Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition, sources, cost, milestone schedule, etc. - Independent Government Cost Estimates (IGCE): Assisting the program offices in preparing IGCEs. Prepare final contract award documents for task and delivery orders, BPA Calls, and stand-alone contracts, and COR Appointment letters. - Post-award Support: Prepare appropriate documentation for contract modifications, including the exercise of options, change orders and other post-award administration requirements. Monitor contractor performance, including schedules and milestones, in accordance with the terms of the contract to ensure contractor performance meets the contract requirements. - Close-out Support: Prepare appropriate documentation for closing out contract actions including the deobligation of expiring and excess funds. Qualifications - Minimum of a Bachelor's Degree in a related field. - CSIV: A minimum of 8 years of Federal Contracting Experience and 2+ years of construction and/or AE contracting experience.
