Role Description You are a person with experience overseeing the end-to-end solution development and life cycle from capture through proposal management. We need someone who has extensive experience in TRICARE including processing, customer service, compliance and performance reporting. Qualifications - Bachelor's degree in a related field required; 8+ years in program or operations management, with at least 3 years in federal healthcare programs (TRICARE, Medicare, Medicaid, etc.). Equivalent combination of education and relevant industry experience will be considered instead of a degree. - Demonstrated expertise in program management with a proven track record of leading solution development or proposal efforts for large-scale federal contracts. - Strong understanding of program planning, staffing models, and performance management in a federal contracting environment. - Knowledge of and proficiency with DoD contracts and contract administration. - Direct experience with TRICARE Policy, Operations, and Systems Manuals. - Direct experience with TRICARE Encounter Provider Records (TEPRV). - Direct experience working with the Defense Enrollment Eligibility Reporting System (DEERS). - Preferred understanding of TRICARE Encounter Data (TED) files. - Familiarity with all DoD policies, manuals, instructions, and procedures as they relate to information systems, software, and security. - Ability to communicate effectively and efficiently with DHA and other government leadership, staff, and customers. - Must have a thorough understanding of handling Protected Health Information (PHI) and Personally Identifiable Information (PI) in compliance with HIPAA regulations to ensure data privacy, security, and organizational accountability. - Requires excellent written and oral communication skills. • Work with new Silver partners, and others upon request, to jointly deliver successful implementations of OneStream. • Engage with partner prior to project kick-off to agree upon roles and responsibilities. • Assist partner to prepare for design workshops after debriefing on documented requirements. • Co-lead customer design sessions with partner, and coach partner on preparation of design documentation. • Perform guidance to partner on design throughout build phase and help to establish roll-out plans. • Provide technical expertise and architectural guidance during critical project milestones. • Communicate personal and project status to OneStream, partner, and customer management. • Provide design document reviews with written recommendations, noting any design or performance concerns. • Provide app health checks to customers with written recommendations, noting any build or performance concerns. • Assist partners with ad hoc design/technical guidance or project scoping. • Perform support for small-sized projects to partners and customers. • Work with Product Development/Management testing of new functionality, upon request. • Participate and present in webinars and annual Splash and Wave conferences, upon request. • Provide global domain expertise to junior members within cross-department subject matter expert groups. • Mentor and develop staff through coaching, teamwork, self-directed learning, and mentoring. • Actively promote to peers about OneStream’s engagement methodology, core values, attitudes, business ethics, etc.

• Own and lead the end-to-end change strategy and delivery plan aligned to program objectives, business outcomes, and stakeholder needs. • Direct change impact, readiness, and risk assessments; translate insights into priorities, sequencing, and executive recommendations. • Define and govern integrated change strategies (communications, engagement, training, resistance management, sponsor roadmap) and ensure alignment to overall program plans. • Anticipate adoption risks and organisational constraints; escalate and resolve key issues with sponsors, leaders, and governance forums. • Establish adoption and change performance measures; provide actionable reporting and insights to steer decisions and benefits realisation. • Shape the change narrative and executive messaging—translating complex transformation into clear, outcome-focused communications for diverse audiences. • Set the communications and engagement strategy and oversee development of executive-ready communications (briefings, change narrative, FAQs, campaigns).

• Develop and execute an advanced manufacturing strategy aligned with organizational goals and operational readiness. • Identify emerging technologies and capabilities that enhance manufacturing competitiveness and productivity. • Serve as a subject matter expert in key advanced manufacturing domains such as automation, robotics, additive manufacturing, or data driven production systems. • Lead the evaluation, selection, and deployment of advanced manufacturing technologies across production sites. • Establish global manufacturing standards, best practices, and repeatable processes to support consistent execution. • Partner with engineering and operations teams to design and optimize scalable, high efficiency production systems. • Drive continuous improvement initiatives focused on throughput, waste reduction, and product quality. • Conduct capability assessments and lead improvement roadmaps for global sites. • Guide manufacturing teams in the adoption of modern analytics, connected systems, and predictive tools that improve decision making. • Collaborate with R&D, Quality, Supply Chain, and Operations to support product launches and readiness planning. • Manage cross functional projects, including timelines, budgets, and vendor coordination. • Track and report on key performance indicators, project milestones, and return on investment.
