Role Description As we scale, we’re looking for a highly driven and technically sophisticated Senior Technical Program Manager to own delivery execution across Blooming Health’s Engineering, AI, and Product organizations. This is a US-based remote role with preference for working on EST or CST hours. This Senior TPM will serve as the operational backbone of the product development organization, ensuring critical initiatives are delivered on time, dependencies are managed proactively, and leadership has complete visibility into roadmap progress, customer implementations, and organizational priorities. While Engineering and Product leaders define strategy, architecture, and roadmap direction, this role is responsible for driving execution, accountability, and delivery outcomes across the organization. This is not a project coordinator or ticket-tracking role. We are looking for someone who can operate as a force multiplier for leadership—someone who understands complex technical systems, thrives in ambiguity, navigates competing priorities, and creates structure where none exists. The ideal candidate combines strong program management expertise, technical credibility, startup execution experience, and exceptional communication skills. What You'll Do - Engineering Delivery Leadership: Own the end-to-end delivery process across Engineering, AI, and Product teams. Drive sprint planning, backlog management, dependency tracking, roadmap execution, and delivery accountability across multiple concurrent initiatives. - Program Execution & Accountability: Establish and enforce operating rhythms, delivery processes, and accountability frameworks that ensure teams consistently meet commitments and execution risks are surfaced early. - Cross-Functional Coordination: Partner closely with Engineering, AI, Product, Customer Success, and Implementation teams to align priorities, manage dependencies, and ensure critical information flows effectively across the organization. - Customer Deployment Oversight: Coordinate delivery across multiple concurrent customer implementations, balancing customer commitments, product priorities, and engineering capacity while proactively identifying risks and resource conflicts. - Risk Management & Escalation: Identify blockers, timeline risks, resource constraints, and delivery challenges before they become critical issues. Facilitate decision-making and drive resolution across teams and stakeholders. - Executive Reporting & Visibility: Serve as the central source of truth for delivery status across the organization. Provide clear, concise, executive-ready updates on roadmap progress, customer deployments, risks, dependencies, and organizational priorities. - Technical Program Leadership: Participate in technical discussions and architecture reviews to understand delivery implications, identify dependencies, and support informed prioritization decisions across complex systems. - Process Design & Continuous Improvement: Build scalable program management processes that improve organizational effectiveness without creating unnecessary bureaucracy. Continuously evolve delivery frameworks as the company grows and product complexity increases. Qualifications - 10+ years of experience in Technical Program Management, Engineering Program Management, Product Operations, Engineering Operations, or related delivery-focused leadership roles. - Proven success operating within fast-paced startup environments, ideally helping organizations scale from early product-market fit through rapid customer growth and organizational expansion. - Demonstrated experience managing technically sophisticated initiatives involving distributed systems, AI/ML platforms, cloud-native architectures, customer-facing products, or other highly complex software environments. - Experience supporting AI, machine learning, agentic systems, or similarly complex and iterative technology development environments where delivery timelines and success metrics are less deterministic than traditional software development. - Deep understanding of Agile, Scrum, Kanban, and modern software development lifecycle practices. Ability to apply process thoughtfully based on organizational needs rather than rigid adherence to methodology. - Comfortable participating in discussions involving architecture, infrastructure, system design, APIs, data flows, cloud platforms, and engineering tradeoffs. Able to understand delivery implications of technical decisions without serving as the technical decision-maker. - Exceptional ability to influence senior leaders, engineers, product managers, and cross-functional stakeholders without direct authority. Comfortable holding teams accountable and facilitating difficult prioritization conversations. - Outstanding written and verbal communication skills. Able to deliver concise status updates, facilitate executive discussions, manage stakeholder expectations, and translate technical complexity into business context. - Proven track record managing multiple concurrent projects competing for shared engineering resources while maintaining delivery momentum and organizational alignment. - Highly proactive and capable of establishing structure, processes, and operating rhythms in ambiguous environments with limited guidance. Preferred Qualifications - Experience working within healthcare technology, health plans, provider organizations, HIPAA-regulated environments, or other highly regulated industries. - Direct experience supporting voice AI platforms, conversational agents, agentic systems, real-time communication platforms, or customer-facing AI products. - Familiarity with cloud-native environments, particularly GCP or AWS, along with modern distributed application architectures and observability practices. - Prior experience as a software engineer, solutions architect, technical lead, or other technical role is highly desirable. - Experience managing customer implementations, enterprise software deployments, or customer-facing technical programs where contractual commitments and delivery timelines are critical. - Experience using Linear, Jira, or similar work management tools to coordinate delivery across multiple teams and complex roadmaps.
