Role Description Amentum is supporting the U.S. Department of Justice (DOJ) in providing specialized training, advisory and mentoring services to host nations under the Criminal Division’s International Criminal Investigative Training and Assistance Program (ICITAP). ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries. Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs. Please Note: This is an Independent Contractor position with Amentum, it should not be considered an employment relationship with Amentum. The Department of Justice’s International Criminal Investigative Training Assistance Program (DOJ/ICITAP), in partnership with the Department of State’s Bureau of Counterterrorism (DOS/CT) is implementing several programs across the ICITAP Counterterrorism Operations Unit focused on the following lines of efforts: - Strengthening the counterterrorism operations of partner nations by increasing the participation of women in CT law enforcement units through strategic tactical and leadership training. - Building responsive and effective prison management systems to repatriate, rehabilitate, reintegrate, and prosecute foreign terrorist fighters. - Continuing efforts to strengthen bilateral and regional capacity for countering malign Iranian influence and Hizballah’s activities. DOJ/ICITAP is seeking an advisor who will be responsible for engaging partner governments to achieve these objectives: - Strengthen the abilities of partner governments to detect, deter, and respond to terrorism and violent extremism by providing targeted technical, tactical, and leadership training. - Support organizational change that recognizes the strategic value of women’s participation and leadership in law enforcement counterterrorism efforts. - Promote the sharing of best practices related to counterterrorism investigations. This advisor will also provide professional training to partner governments that tailor country-specific strategies to promote lasting change from within an agency that will ultimately contribute to the operational effectiveness in combatting transnational crime and terror. This program operates globally, and traveling is expected. Qualifications - Minimum of Bachelor’s degree from an accredited institution in international relations, law enforcement, justice studies, women, peace, and security studies, public policy or related field; preferred Master’s degree. - Minimum ten to fifteen years of experience in law enforcement; senior leadership rank preferred. - Intimate knowledge of Hizballah and other Iranian-backed proxies. - Knowledge and experience working with capacity building and strategy development in the law enforcement and counter terrorism arena. - Experience working overseas with high-ranking senior government officials. - Demonstrated ability to liaise effectively with partner governments, foreign officials, and international organizations. - Experience working with professional development networks in law enforcement. - Familiarity and experience with UNSCR 1325 Resolution on Women, Peace and Security. - At least one-year experience with a focus on training and/or curriculum development, and/or mentoring and advising in international missions, such as other State Department, UN, NATO, and/or OSCE missions. - Proven ability to exercise a high degree of professional judgement and diplomacy at all times. - Willingness to travel overseas to high-risk areas for TDY assignments (3-6 months). - Experience working in rapidly changing environments and flexibility. - Clearable: Must be able to obtain and maintain a (Public Trust Waiver) US Government Clearance. Note: US Citizenship is required to obtain a (Public Trust Waiver) Clearance. Requirements - Engage with partner countries, organizations, and relevant officials to assess and strengthen bilateral and regional capacity for countering terrorism, countering malign Iranian influence. - Engage with partner countries and organizations to develop a common understanding of the threat, exchange best practices, and identify gaps and further assistance needs. - Facilitate networking opportunities, counterterrorism training, and the advancement of successful women in law enforcement while promoting U.S. counterterrorism efforts abroad. - Assess partner country’s existing capacity to counterterrorism and the role of women within their policing strategies. - Provide partner governments with the knowledge and tools to support organizational change that recognizes the strategic value of women’s participation and leadership in law enforcement counterterrorism efforts. - Develop and implement curriculum for training on a variety of law enforcement topics, including recruitment/retention, performance standards, interview and interrogation of women and children, and counterterrorism operations. - Manage staff and individuals within probations and post monitoring within the host nation by providing best practice principles. - Work with local, state, and federal law enforcement agencies to facilitate information sharing, to assist with investigations and to provide guidance on probation and post release monitoring matters, countering Iranian influence and subversion, and women in policing. - Instruct on concepts of interviewing and communicating with offenders and others in person, by telephone or by written correspondence in a variety of settings during the supervision period. - Provide information on the analysis and interpretation of gathered case information to: a) identify additional information needs; b) assess offender risk; c) create and update a case plan; d) formulate supervision strategies by applying host nation agency policy and procedures, training and experience; e) implements supervision plans and strategies to ensure compliance with conditions of supervision and/or to maintain the offender in the community with minimal risk to the public by applying host nation policy and procedure, training and experience. - Provide operational assistance via workshops, trainings, equipment donations etc. to bolster counterterrorism skillsets for law enforcement professionals. - Facilitate rapid deployment of subject-matter experts to provide technical assistance in the identified partner nation. - Maintain documentation, generate reports to summarize activities and report progress (After Action, Quarterly, Bi-weekly, etc.), create and maintain databases for the storage of information and assist in audits. - Assist, evaluate, and advise ICITAP and DoS CT with strategy development to promote new and innovative approaches to engage women in counterterrorism. - Conduct regular TDY travel to selected countries for country-assessments, training, evaluations, equipment donations, etc.

Role Description ICF is seeking a Senior Consultant, Public Transportation (On Call) to provide technical planning, funding, and compliance support to public transportation clients across multiple states and for FTA-funded programs nationwide. This position supports state DOTs, regional planning agencies, and transit providers on an as-needed, task-order basis and is well suited for an experienced practitioner with strong knowledge of federal transit programs, rural transit planning, and grant administration. While the position is based in Albany, NY, work assignments will be national in scope and may support a variety of state and federal clients during the on-call period. Primary Responsibilities: - Support fixed-route and demand-responsive transit planning, including route design, span and frequency analysis, stop spacing, productivity review, and service restructuring. - Conduct route, corridor, and network analyses using land use, demographic, travel, and performance data for rural, regional, and statewide systems. - Assist with development of service concepts, operating scenarios, and phased implementation strategies. - Perform market demand, ridership, productivity, and equity analysis to identify service gaps and opportunities. - Apply planning and technical tools such as GIS, Remix, Conveyal, Excel, and statistical methods to support service evaluation, benchmarking, and funding justification. - Support first- and last-mile, Mobility on Demand, workforce access, and integrated mobility strategies. - Evaluate emerging and flexible mobility options, including microtransit, vanpool, carpool, employer-based transportation, and innovative shuttle services. - Support development, validation, and use of standardized transit data, including GTFS, GTFS-RT, GTFS-Flex, and FTA GTFS compliance tools. - Contribute to preparation of transit and mobility plans, technical memoranda, reports, and client deliverables. - Support stakeholder coordination, agency engagement, training activities, and technical inputs to proposals.
