Senior Counsel, Regulatory – Pharmacy Services

• Serve as lead legal counsel for Board of Pharmacy complaints, inspections, citations, and enforcement actions. • Review and approve written regulatory responses. • Advise on escalation risk, remediation, and regulator engagement. • Partner with Compliance and Pharmacy Practice on trend identification and prevention. • Advise on pharmacy licensure and operational compliance across jurisdictions. • Interpret and apply complex and evolving pharmacy laws. • Support audits, inspections, and regulatory inquiries. • Advise on regulations permitting 340B models, biosimilars and REMS. • Lead legal analysis of shared services and centralized pharmacy models. • Evaluate state-by-state regulatory permissibility and risk. • Support regulatory advocacy and rulemaking responses. • Provide legal interpretation of new and pending pharmacy-related legislation. • Translate regulatory requirements into operational guidance. • Serve as Legal representative on pharmacy and compliance committees. • Collaborate with Product, Operations, and Government Affairs teams. • Provide decision support across Legal, Compliance, and Pharmacy Practice.
Job Requirements
- J.D. from an accredited law school and active bar membership
- At least 8+ years of relevant legal experience (law firm, in-house, or government)
- Significant experience in healthcare and/or pharmacy regulatory law, including advising on regulatory enforcement matters (e.g., inspections, complaints, or investigations)
- Strong working knowledge of the pharmaceutical supply chain, including pharmacy operations, distribution, or related models preferred
- Experience with Board of Pharmacy matters, 340B, REMS, or similar regulatory frameworks preferred; Pharm.D. or other clinical/pharmacy background a plus
- Strong analytical, written, and verbal communication skills, with the ability to translate complex legal requirements into practical guidance
- Proven ability to influence cross-functional stakeholders and provide pragmatic, business-oriented legal advice
- Ability to manage multiple priorities in a fast-paced environment with sound judgment and attention to detail
- Self-starter with the ability to independently prioritize and drive work forward
