Senior Program Manager, Aviation
Global Infrastructure
Role Description TYLin is seeking a Senior Program Manager – Aviation Engineering to lead major aviation infrastructure programs throughout Arizona, California, and Nevada. This high-impact position emphasizes program-level leadership, strategic planning, and stakeholder management for capital improvement programs at commercial service airports. You will serve as a trusted advisor to airport authorities, airlines, and public agencies—bringing technical expertise and strategic vision to the planning, design coordination, and implementation of complex aviation programs. With a strong pipeline of opportunities across the Southeastern and Mid-Atlantic regions, this role is ideal for a leader who is excited to shape the future of aviation across multiple jurisdictions. Qualifications - Bachelor’s degree in Civil Engineering or related field; PMP certification or Master’s degree a plus. - 15+ years of aviation experience, with a focus on program management and oversight of capital improvement programs at large or medium hub airports. - FAA regulations knowledge with emphasis on AIP/BIL funding and aviation program delivery models. - Prior experience with public-sector clients in the Southwest Region. - PE license with one of the following states AZ, CA, NV or ability to obtain within 6-months. - Proven ability to lead multi-agency programs and foster strong relationships with airport sponsors, contractors, and stakeholders. - Excellent communication, negotiation, and leadership skills. Requirements - Provide program-level oversight for aviation capital improvement programs, managing airside, landside, and terminal infrastructure initiatives from planning through delivery. - Serve as a strategic partner to clients throughout the Southwest Region of the U.S., helping navigate funding, policy, and regulatory challenges. - Lead multidisciplinary teams and coordinate with subconsultants, agency partners, and contractors across multiple airports and jurisdictions. - Manage stakeholder relationships, interface management, and program reporting to ensure alignment with FAA standards, client objectives, and local goals. - Oversee activities related to program controls, design management, environmental review, and construction support. - Support TYLin’s expansion in the Southwest Region by leading proposal efforts, interviews, and pursuit strategies for new and upcoming aviation programs. - Represent TYLin at key industry events such as AAAE, ACI-NA, and regional aviation forums to maintain visibility and contribute to industry dialogue. - Report to Phoenix AZ Office. - Travel 20% of the time.
