Role Description EA Engineering, Science, and Technology, Inc., PBC is seeking a Natural Resources National Service Line Program Manager to help drive strategic growth, deepen client relationships, and support high-value program delivery across the environmental and natural resources service line. This senior leadership role sits within EA’s Corporate Client Programs that partners closely with EA’s Operations and Business Unit leaders nationwide to expand market presence, shape winning strategies, and align technical solutions with client needs. The ideal candidate brings a strong blend of business development, client leadership, program management, and technical credibility, along with a proven ability to translate market opportunities into sustainable growth. Responsibilities - Strategic Growth & Market Development - Develop and execute national growth strategies for EA’s diverse natural resources service line, aligned with corporate goals and market priorities. - Identify, assess, and pursue strategic opportunities across private, state and local, NGO, and federal markets. - Lead market analysis, competitive positioning, and pursuit planning to strengthen EA’s visibility and win rate in priority markets and geographies. - Build and maintain strong relationships with clients, agency leaders, teaming partners, and industry organizations to support long-term growth. - Client Leadership & Capture - Serve as a senior relationship manager for key accounts, building trust and positioning EA as a valued long-term partner. - Lead client engagement meetings, pursuit strategy discussions, and selected contract or teaming conversations in coordination with internal leadership. - Represent EA at industry conferences, associations, and networking events to strengthen market presence and cultivate new opportunities. - Partner with technical and operational teams to align client priorities with practical, high-quality solutions. - Proposal & Program Development - Lead and support major pursuits, including proposals, RFQs, RFPs, and other capture-related submissions for strategic opportunities. - Guide project and program development activities, including scope definition, pricing strategy, risk evaluation, and solution positioning. - Provide strategic and technical input to ensure proposed approaches are responsive, compliant, and aligned with client objectives and applicable regulatory requirements. - Program Leadership & Internal Collaboration - Support the growth and delivery of programs across regional and national markets by coordinating with business units, service lines, and corporate functions. - Develop strategic partnerships with engineering firms, environmental consultants, contractors, and other organizations that complement EA’s capabilities. - Contribute to annual planning, revenue forecasting, and business performance reporting for senior leadership. - Provide senior-level guidance, mentoring, and review to support pursuit teams, project teams, and developing staff across the organization. Qualifications - Advanced degree in Natural Resources, Environmental Science, Ecology, Wildlife Biology, Environmental Engineering, or a closely related field with a focus on natural resources, or equivalent combination of education and relevant experience. - At least 20 years of progressive experience in client development, program leadership, and project management within the natural resources, water, or environmental consulting sectors. - Established client relationships and a demonstrated record of business development success in the water and natural resources market. - Strong understanding of environmental laws and regulations, such as NEPA, Clean Water Act Sections 404/401, and the Endangered Species Act. - Demonstrated ability to develop and execute national growth strategies and lead complex pursuits from opportunity identification through capture. - Experience selling, managing, and supporting delivery of natural resources services in a consulting environment. - Ability to travel to client sites and EA offices as needed, with estimated travel of up to 30%. Desired Qualifications - Proven success building client relationships and winning natural resources related work with state, local, NGO, and private sector clients; federal market experience is a plus. - Strong leadership, collaboration, and verbal and written communication skills. - Ability to work across multiple market sectors, technical disciplines, and geographies in a highly collaborative environment. - Demonstrated technical credibility in natural resources consulting, combined with a strong record of program or project management success. - Subject matter expertise in one or more natural resources technical disciplines such as wetland ecology, fisheries, wildlife management, wildfire management, or ecosystem restoration. - Experience in proposal development, capture planning, program or project management, and technical writing. - Ability to explain complex technical concepts clearly to non-technical audiences, clients, and executive stakeholders. - Track record of helping clients define challenges and develop practical, cost-effective, and technically sound solutions. The responsibilities of the project manager will primarily include working one-on-one with Certified Crop Advisors and growers to facilitate enrollment of acres in Farm Bill conservational programs, including: 1) Becoming familiar with all conservation concepts, practices, and Farm Bill programs available to foment the adoption of such practices in Kansas (e.g., EQIP, CSP, etc.). Here, the project manager should have, or be able to obtain, NRCS Technical Service Provider (TSP) certification. 2) Engaging on a one-on-one basis with targeted CCAs, KSRE county/district educators, and the KWC to identify growers to be enrolled in existing conservational programs. First, the project manager will establish the baseline conditions of their operations before program initiation through surveys and farm visits, and develop management plans. They will design and implement CSAF mitigation practices on a case-by-case basis, incorporating local input into the project design. 3) Help growers enroll in existing Farm Bill conservational programs targeted to their specific conditions. 4) Assess, throughout the continuity of the project, how the adoption of conservational practices changed the system's outcomes at the field level.
