Senior Stormwater Engineer – Project Manager

• Demonstrate Windsor’s core values: The Right Attitude, Ownership, and Constant Improvement. • Drive project success as both Lead Engineer and Project Manager, overseeing multiple stormwater projects while ensuring quality deliverables within scope, schedule and budget. • Serve as Engineer of Record, developing innovative stormwater management solutions and leading technical analyses using advanced modeling tools. • Work independently and with a team to drive project deliverables as both a project design Lead and Project Manager. • Lead the preparation of comprehensive stormwater management plans, technical reports, and permitting documents. • Develop and maintain relationships with team members, clients, and industry partners to expand Windsor's network and market presence. • Lead estimating and proposal efforts for new project opportunities, including development of winning technical approaches and value propositions • Collaborate with and explain complex design options to a diverse stakeholder group. • Effectively plan and manage multiple projects and deadlines and complete deliverables on time and on budget. • Mentor/train junior team members in technical excellence, quality standards, and client relationship management across civil engineering disciplines. • Be responsible for quality control and following Windsor’s Quality Management Plan (QMP) • Develop and apply knowledge of engineering systems, codes, and other disciplines. • Coordinate with other disciplines including mechanical, electrical, and plumbing. • Complete site visits as needed.

Job Requirements

  • Bachelor’s degree in civil engineering or a similar degree from an accredited institution, or equivalent work experience
  • Professional Engineer (PE) licensure in OR and/or WA or ability to obtain it within 6 months
  • 15+ years' of progressive experience in stormwater engineering, including:
  • Advanced proficiency in stormwater modeling software (WWHM, MGS Flood, HydroCAD or similar)
  • Extensive experience with ArcGIS and Civil 3D for modeling and design
  • Demonstrated project management success
  • Strong understanding of stormwater and water resource permitting requirements in WA and/or OR
  • Proficiency in MS Office suite
  • Strong written, verbal and technical communications skills
  • Valid driver's license and reliable transportation for site visits.

The Project Manager will serve as ThinkWell’s primary managerial lead for this engagement and the main point of contact with the state of Delaware’s 15 RHTP subrecipients. This role sits at the intersection of grant compliance, multi-stakeholder coordination, and monitoring and evaluation, with direct exposure to a diverse ecosystem of rural health system partners. Maintains contact with suppliers to monitor the supplier quality on projects post award.
