Role Description Conduct desk research using conflict monitoring, political analysis and humanitarian reporting. - Engage remotely with key informants where appropriate. - Apply conflict analysis and scenario planning methodologies. - Ensure outputs are operationally relevant and tailored to WFP needs. Deliverable 1 – Conflict Analysis - 21 days - A concise analytical report (10–15 pages) including: - High-level country wide and state by state analysis on political and conflict dynamics. - Including a 3 to 6 months conflict trajectory. - Identification of conflict drivers and geographic hotspots and operational implications. - Assessment of regional and external influences. Deliverable 2 – Actor Mapping – 21 days - Actor mapping (25 pages) covering: - Updated mapping of key government and relevant opposition political, military and armed actors. - Written analysis and visualisation. - Analysis of leadership structures, alliances, and fragmentation risks including relevant regional ties. Deliverable 3 – Scenario Planning and Contingency Analysis – 14 days - A structured scenarios paper (8–12 pages) covering: - 2 scenarios – elections and post-elections scenario & government collapse scenario. - Potential triggers and indicators for escalation. - Implications for humanitarian operations and population displacement. Deliverable 4 – Remote Briefing and Strategic Discussion – 2 days - A virtual briefing session for WFP senior management and operational teams: - Presentation of actor mapping and scenarios. - Discussion of operational implications. - Interactive Q&A and risk prioritization exercise. Deliverable 5 – Advocacy Options Paper – 7 days - A targeted policy brief (5–8 pages) outlining: - Opportunities for advocacy beyond and including traditional Western donors. - Engagement pathways with regional actors, multilateral institutions, and non-traditional partners. - Messaging strategies aligned with humanitarian priorities.
