Manager, Capital Works Improvement

• Manage and oversee the full lifecycle of capital works projects — from concept and design through construction and commissioning • Develop project scopes, objectives, and technical feasibility studies, involving all relevant stakeholders • Prepare and monitor budgets, control expenditures, and ensure compliance with approved financial plans • Liaise with government agencies, contractors, consultants, to coordinate activities and resolve issues • Negotiate and manage contracts with vendors and contractors, ensuring compliance with legal and technical requirements • Secure permits, licenses, and approvals from relevant authorities • Use project management tools to track progress, manage changes in scope, schedule, and cost, health and safety, and report to management • Identify, assess, and mitigate project risks to minimize delays or cost overruns • Maintain comprehensive project records, including plans, specifications, and compliance documents

Job Requirements

  • Strong project management and construction industry knowledge.
  • Experience in public works, infrastructure, or capital improvement programs.
  • Proficiency in budgeting, financial planning, and capital program management.
  • Ability to lead teams, supervise staff, and manage contract consultants
  • Excellent communication, negotiation, and problem-solving skills.
  • Familiarity with governmental fiscal policies, procurement processes, and regulatory frameworks.
  • Work on multiple projects simultaneously, requiring strong organizational and time management skills.
  • Involves both technical (engineering, design, construction) and administrative (budgeting, compliance, reporting) responsibilities.

Role Description This individual would be an active member of the NED Retail Finance team.
