• You coordinate our training, webinar and community projects administratively and keep an overview when multiple initiatives run in parallel. • You plan timelines, coordinate all participants and ensure deadlines are met reliably. • You manage project-related communication with clients and partners and keep all stakeholders aligned. • You prepare reports, track KPIs and document progress in a structured and traceable manner. • You bring structure to dynamic project phases and ensure processes remain clear and efficient. • You support the further development of existing programs and processes and contribute your own ideas.
Role Description As the Capture & Proposal Manager, you will own every federal pursuit from the moment we identify the opportunity through final submission. You will run capture, build the win strategy and partner ecosystem, lead color-team reviews, and personally write the executive summary and key technical volumes, all driven by Shipley best practices. You will work hand-in-hand with the Federal AE, federal solutions engineering, operations, legal/contracts, and our partners. This is the seat that turns a federal pipeline into federal awards. - Capture Leadership: Run capture for every pursuit driven from Shipley best practices, opportunity qualification, customer/competitor intel, gate reviews, win strategy, teaming, and price-to-win positioning. - End-to-End Proposal Ownership: Own the full proposal development lifecycle: kickoff, compliance matrix, outline, content plan, color-team reviews (pink, red, gold, white-glove), production, and submission. - Hands-On Writing: Write the executive summary and key technical, management, and past-performance volumes; orchestrate SME and partner contributions on the rest. - Knowledge Asset Building: Build and maintain a content library, past-performance database, and capability statement set that compounds eVisit’s win rate over time. - Cross-Functional Partnership: Partner with the Federal AE on capture plans; partner with operations on delivery; partner with prime contractors on teaming and vehicle routing. - Performance Discipline: Run lessons-learned after every submission; instrument win/loss and pipeline conversion analytics; report capture and proposal KPIs to leadership. - Market Engagement: Represent eVisit at industry days, capability briefings, and partner conferences when shaping warrants it. - Success Metrics: Track and manage key success metrics, including but not limited to: - Submitted-proposal volume and on-time submission rate - Win rate (trailing 12 months) - Compliance-matrix score against government evaluation models - Pipeline conversion (capture-qualified → submitted → awarded) Qualifications - Education: Bachelor’s degree or equivalent operational experience. Veterans and former federal acquisition professionals (KO / COR / PM) are explicitly encouraged to apply. - Certification: Shipley capture-and-proposal methodology training required (Shipley BD 101, Capture Planning, Proposal Development, or equivalent). APMP Foundation or Practitioner certification preferred. - Experience: Minimum of 7 years combined federal capture and proposal experience. Capture-only or proposal-only profiles will not qualify, hybrid experience is the bar. - Demonstrated record of leading at least 10 federal proposal submissions with a win-rate you can defend in interview. - Fluency with federal acquisition: FAR / DFARS, GSA Schedule, SEWP, CIO-SP3/4, OASIS+, IDIQ task orders, OTAs, and sole-source justifications. - Hands-on writer — must be able to draft a compliant executive summary and technical volume without a separate writing team. Requirements - Shipley methodology fluency (Capture Planning, Proposal Development Lifecycle, color teams). - Compliance-matrix construction and government evaluation-model interpretation. - Strong technical and executive writing. - Proficient in proposal collaboration platforms (Microsoft Word at scale, SharePoint, Loopio, Responsive, or equivalent). - Stakeholder orchestration across SMEs, primes, channel partners, and contracts/legal. Preferred Qualifications - Prior experience selling or proposal-leading into VA, DHA, DoD/DoW, IHS, HHS, or CMS health programs. - Prior experience working with federal channel/SI partners on teamed responses. - Experience standing up capture and proposal practice from scratch at a growth-stage firm. - For DoD / DHA-leaning pursuits: Secret clearance eligibility preferred.
• Serve as the primary liaison between Platform Management, Technical Program Management, Engineering, Testing, and Operations ensuring clear, consistent communication and shared alignment across all workstreams for each release. • Maintain accurate source-of-truth trackers and documentation so every stakeholder has what they need, when they need it • Create and maintain release management best practices. • Define, track, and report on key release health and operational metrics ensuring releases are delivered on schedule and meet defined success criteria. • Surface issues, risks, and regional nuances before launch, and rally cross-functional partners to diagnose, escalate, and resolve issues. • Work independently alongside stakeholders and cross-functional leadership maintaining rigorous oversight of release readiness and proactively mitigating blockers. • Facilitate the official go/no-go decisions owning the acceptance criteria and process to greenlight each release. • Partner with Operations/Training to ensure agents are prepared for new tooling. • Own post-launch monitoring and retrospectives by tracking adoption, surfacing issues post-release, and running retrospectives to drive improvements
