Federal Capture & Proposal Manager
eVisitWe’re simplifying healthcare delivery to everyone, everywhere.
Role Description eVisit is building a federal practice for our enterprise virtual care platform — already on the Carahsoft GSA vehicle and aligned to the digital care priorities of the VA, DHA, DoD/DoW, IHS, and federal civilian health agencies. As Federal Capture & Proposal Manager, you’ll own every federal pursuit from the moment we identify the opportunity through final submission. You’ll run Shipley capture, build the win strategy and partner ecosystem, lead color-team reviews, and personally write the executive summary and key technical volumes. You’ll work hand-in-hand with the Federal AE, federal solutions engineering, security (FedRAMP), legal/contracts, and our prime/SI partners. This is the seat that turns a federal pipeline into federal awards. Key Responsibilities - Run Shipley capture for every pursuit: opportunity qualification, customer/competitor intel, gate reviews, win strategy, teaming, price-to-win positioning. - Own the full proposal development lifecycle: kickoff, compliance matrix, outline, content plan, color-team reviews (pink, red, gold, white-glove), production, submission. - Write the executive summary and key technical / management / past-performance volumes yourself; orchestrate SME and partner contributions on the rest. - Build and maintain a content library / past performance database/capability statement set that compounds eVisit’s win rate over time. - Partner with the Federal AE on capture plans; partner with FedRAMP / security on compliance language; partner with prime contractors and Carahsoft on teaming and vehicle routing. - Run lessons-learned after every submission; instrument win/loss and pipeline conversion analytics; report capture and proposal KPIs to leadership. - Represent eVisit at industry days, capability briefings, and partner conferences when shaping warrants it. Qualifications - 7+ years combined federal capture and proposal experience (capture-only or proposal-only profiles will not qualify — hybrid experience is the bar). - Demonstrated record of leading at least 10 federal proposal submissions with a win-rate that you can defend in an interview. - Shipley capture-and-proposal methodology training (Shipley BD 101, Capture Planning, Proposal Development, or equivalent). - Fluency with federal acquisition: FAR / DFARS, GSA Schedule, SEWP, CIO-SP3/4, OASIS+, IDIQ task orders, OTAs, sole-source justifications. - Hands-on writer — must be able to write a compliant executive summary and technical volume without a separate writing team. - Bachelor’s degree or equivalent operational experience. Veterans and former federal acquisition professionals are explicitly encouraged to apply. - Travel 15-25%. Preferred Qualifications - APMP Foundation or Practitioner certification. - Prior experience selling or proposal-leading into VA, DHA, DoD/DoW, IHS, HHS, or CMS health programs. - Prior experience working with Carahsoft, Leidos, GDIT, GovCIO, Iron Bow, or other federal channel/SI partners on teamed responses. - Familiarity with FedRAMP authorization language and how to position a FedRAMP-aligned solution in a technical volume. - Experience standing up capture and proposal practice from scratch at a growth-stage firm.
