Role Description Quanta Infrastructure Solutions Group, LLC (QISG) is looking for a Pre-Construction Services Manager is a commercially focused, hands-on role embedded within QISG's operational organization, responsible for driving the commercial maturation of a project from award through full execution. - Assembles and maintains the progressive EPC estimate throughout the pre-construction phase. - Develops a comprehensive basis of estimate at each stage of the open-to-closed book process. - Reviews vendor and subcontractor proposals, quotes, and procurement data through a commercial lens. - Applies current knowledge of labor, material, and equipment market conditions to ensure estimates are competitive. - Participates in value engineering and constructability reviews as a commercial stakeholder. - Owns the commercial maturation of the project from open book estimate through GMP or lump sum close. - Serves as the primary commercial interface with the owner during the pre-construction phase. - Manages the owner change order process during pre-construction. - Establishes a regular cadence with the PMO to receive schedule updates and design release status. - Leads the commercial handoff to the execution team. - Captures lessons learned from the open-to-closed book process. - Adheres to QISG’s internal standards, policies, and operational procedures. - Performs other duties as assigned. Qualifications - Bachelor’s degree in Engineering, Construction Management, or a related field. - 7+ years of progressive experience in EPC or design-build project delivery. - Demonstrated experience assembling EPC estimates across multiple stages of design maturity. - Direct experience with open book estimate management, GMP development, and lump sum conversion. - Working knowledge of current labor, material, and equipment market conditions. - Experience on substation, transmission, or utility-scale infrastructure projects strongly preferred. - Familiarity with integrated project schedules. - Experience working alongside or within a structured PMO environment. Requirements - Strong estimating instincts with the ability to synthesize inputs from multiple sources. - Strong written and verbal communication skills. - Comfortable operating in ambiguous, evolving contract environments. - Collaborative and organizationally aware. - Proficient in Microsoft Office Suite; Primavera P6 experience preferred. - Commitment to QISG’s values of safety, integrity, quality, and continuous improvement. Role Description The Contingent Workforce Manager is responsible for the strategic oversight, governance, and day-to-day management of the organization’s non-employee temporary staff and outsourced services.
