Role Description The purpose of this consultancy is to lead global knowledge management (KM) for violence against children (VAC) and child protection agenda, and support preparation and coordination for the delivery of the Second Global Ministerial Conference on Ending Violence Against Children (VAC). Violence against children remains one of the most widespread violations of children’s rights globally, affecting an estimated 1.6 billion children each year and carrying profound lifelong consequences for individuals, societies, and economies. In recent years, there has been growing political momentum to address this challenge, including through: - The Global Partnership to End Violence Against Children - The INSPIRE framework - Commitments made at the Global Ministerial Conference on Ending Violence Against Children in Bogotá in 2024 - Regional inter-governmental frameworks and convenings While these efforts have elevated the visibility of violence prevention, translating commitments into measurable, system-level results remains uneven, with gaps in evidence on what works at scale and how investments in prevention and response can be sustained through national systems. Significant progress has been made and lessons learned on: - Violence prevention at scale - Child protection systems strengthening - Public financing for child protection The upcoming Second Global Ministerial Conference on Ending Violence Against Children in Manila represents a critical opportunity to demonstrate progress since Bogotá, consolidate evidence on scalable solutions, and strengthen the link between political commitments, financing, and implementation. The consultant will provide additional support for UNICEF’s input for the World Summit on Investing in Children’s Wellbeing with a focus on a case study compendium on public financing for integrated child protection systems. Throughout the assignment, the consultant will contribute to strengthening UNICEF’s ability to report on VAC under the Strategic Plan (2026–2029), improving the quality, consistency, and usability of evidence generated across country programmes. The consultant will ensure that all knowledge products and analytical outputs are designed to support both internal reporting requirements and external advocacy, positioning UNICEF as a leading partner in advancing effective, scalable, and well-financed solutions to prevent and respond to violence against children. Qualifications - Advanced university degree (Masters) in Law, Political Science, Public Policy, International Relations, Development Management, Human Rights, Social Sciences or related degree. - Minimum 5 years of professional experience in international development, public policy, or related fields, including 3 years in child protection and/or VAC programming, policy, or advocacy. - Proven experience in knowledge management, evidence synthesis, and analytical writing, including development of high-quality reports, policy briefs, and donor-facing materials. - Strong ability to analyze and synthesize multi-country evidence and translate findings into clear, structured, and compelling narratives for policy, programme, and donor audiences. - Demonstrated experience producing high quality, senior-level outputs (e.g., reports, briefing notes, speeches). - Experience of supporting global processes or high-level convenings. - Good understanding of VAC prevention and systems strengthening, with familiarity with global frameworks (e.g., INSPIRE). - Fluency in English is required. - Excellent communication, organizational, and analytical skills, with the ability to manage multiple workstreams and deliver high-quality outputs under tight timelines. - Strong coordination and stakeholder engagement skills, including experience working across HQ, regional, and country levels. Requirements - UNICEF’s Core Values of Care, Respect, Integrity, Trust and Accountability and Sustainability (CRITAS) underpin everything we do and how we do it. - UNICEF promotes and advocates for the protection of the rights of every child, everywhere, in everything it does. - UNICEF encourages applications from all qualified candidates, regardless of gender, nationality, religious or ethnic backgrounds, and from people with disabilities, including neurodivergence. - UNICEF does not hire candidates who are married to children (persons under 18). - UNICEF has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the United Nations and UNICEF. - All selected candidates will undergo rigorous reference and background checks. Benefits - Diverse opportunities for professional and personal development. - Attractive compensation and benefits package.
