Role Description The JP RWEE is a partnership initiative of FAO, IFAD, UN Women and WFP that aims to economically empower rural women in Nepal, Niger, Pacific Islands (4 countries), Rwanda, Tanzania and Tunisia. The JP RWEE focuses on four key economic empowerment outcomes: - Improved food and nutrition security - Increased incomes to sustain livelihoods and build resilience - Enhanced leadership and participation in rural households, communities and institutions - A more gender-responsive policy environment for the economic empowerment of rural women Following Phase I recommendations, a strengthened MEAL system was developed and operationalized for Phase II. To ensure high-quality, consistent data management in support of planning, performance reporting, and beneficiary tracking, JP RWEE seeks a technically skilled professional specialized in ODK/MoDa programming, digital data collection, and data system automation. The incumbent will support and report to the Global MEAL Coordinator with advanced backend data tasks and country-level system integration. Qualifications - University degree (Bachelor’s or Master’s) in a technical or quantitative discipline, such as: - Data Science, Data Engineering - Computer Science, Software Engineering - Information Systems, Information Technology - Statistics, Applied Mathematics - Engineering or quantitative Social Sciences with a strong computational focus - ODK/XLSForm advanced programming - Digital data collection platforms (MoDa, Kobo, RapidPro) - Python, R, SQL, or data automation workflows - Database management, API integration, ETL pipelines - Additional coursework in MEAL information systems or survey methodology is an asset. Requirements - Proven experience designing and programming ODK/XLSForms, MoDa forms, and digital surveys, including complex skip logic, constraints, validation rules, and indicator syntax. - Technical expertise in data engineering, data cleaning, and automated data pipelines (Python, R, SQL, or similar). - Demonstrated ability to convert paper/Word surveys into fully functional digital data collection tools and maintain standardized survey libraries. - Experience developing and documenting indicator syntax, calculations, and metadata for MEAL systems. - Solid understanding of beneficiary counting systems, data integrity, and governance standards. - Ability to integrate data from multiple platforms (ODK, MoDa, COMET, RapidPro, databases). - Experience in humanitarian or development MEAL systems is an asset.
