Chief Engineer Senior Manager

Role Description As the Chief Engineer Senior Manager for the Accelerating Command and Control Transition, you will provide technical leadership for a multidisciplinary team of Engineering Project Managers (EPMs) and senior engineers. You will drive four strategic areas: - Advanced Communications - AI enabled mission applications - C2 planning for autonomous systems - Edge based cross domain C2 fire to target to engage air (F2T2EA) solutions The team works closely with internal research (IRAD), contracted R&D (CRAD), and capture initiatives to prototype, demonstrate, mature, and field these capabilities at speed and scale. Partnering closely with the Advanced Concepts, Line of Business Chiefs and SP&I, you will drive program execution, capture growth opportunities, and ensure mission success through technical excellence. Collaboration with program management, business development, and customer stakeholders will be essential to deliver innovative, affordable solutions. Responsibilities include: - Direct all Engineering & Technology activities across the portfolio, integrating matrixed resources from Engineering, ensuring mission success and technical excellence within ACT. - Considerable internal and external customer interaction and visibility to include cross LOB and cross BA innovation leads as well as business development, advanced concepts and SP&I, maintaining high visibility and strong relationships. - Drive E&T execution for schedule, cost & technical objectives, including product insertions, producibility & affordability initiatives for contract, IRAD, and B&P initiatives. - Manage staffing demand accuracy, including alignment with functional management to ensure supply support demand signals. - Articulate a clear organization vision, set expectations, and define measurable objectives for the engineering organization. - Establish and monitor program milestones, proactively identify schedule or technical risks, and develop corrective action plans. - Build a robust chief engineer talent pipeline through targeted training, mentorship, and career development initiatives. - Champion continuous improvement initiatives—process automation, OneLMX tool adoption, and best practice standardization—to boost efficiency and product quality. - Ensure compliance with all hardware/software engineering processes and associated tooling. - Drive OneLM enterprise opportunities by coordinating across the organization to leverage best-in-class capabilities. Qualifications - Bachelor’s degree in an engineering or technical discipline from an accredited institution. - Minimum of 15 years of professional engineering experience. - Minimum of 10 years of leadership experience leading projects, programs or management. - Demonstrated experience in leading Engineering Development teams as a Project Manager, Technical Director, Chief Engineer or equivalent. - Experience applying Earned Value Management (EVM) principles on major programs. - Proven capture background, including cost estimating for proposals and familiarity with the Engineering & Technology Cost Estimating process. - Ability to concisely explain complex subjects and issues to executive leadership and obtain support for solutions. - Active Secret security clearance. Requirements - Advanced degree (M.S. or Ph.D.) in a relevant engineering field. - Exceptional ability to translate complex technical concepts into clear messages for senior leadership, including LM SLT and ELT. - Strong problem solving and decision making capabilities, with a focus on closing issues and ensuring mission success. - Success leading geographically dispersed or remote teams across multiple sites. - Skill in establishing solid program performance baselines and credible bases of estimate. - Experience developing “return to green” plans to recover schedule or cost variances. - Demonstrated track record of coaching, mentoring, and developing high performing engineers. - Ability to foster a culture that rewards creative thinking and big picture orientation. - Broad knowledge of Systems Engineering, Software Engineering, and Hardware Development. - Familiarity with Design to Cost principles, RMS Win Plan processes, and cost driven decision making. - Experience managing cost plus and fixed price contracts. - Leadership experience with Capture, IRAD, Development, Production and Sustainment.
