Program Cost Control Analyst

• Monitor and control costs and schedules on contracts. • Perform analyses and prepares reports. • Prepare budgets for contract work and performs financial analyses such as funding profiles, sales outlook, and variance analysis. • Prepare program plans to ensure program requirements are captured in plans and forecasts. • Perform financial risk assessments to identify/mitigate cost risks. • Ensure adequate funding availability by maintaining accurate records of expenditures, directing the preparation of expenditure projections, and submitting timely requests for additional funding to the government. • Incorporates contractual changes into documents and control systems by staying aware of outstanding work against each contract in order to maintain realistic contract costs and schedule baselines. • Develop annual program budgets in coordination with Program Management. • Implement financial policies, develop and manage cost/schedule baseline data analysis. • Support of customer reporting requirements. • Develop estimates-to-completion, estimates-at-completion, and burn rate analyses. • Analyze profitability for contracts and prepare profit models, track project funding. • Participate in the planning, tracking, and reporting of projects of varying contract types, sizes, complexity, and levels of risk: Cost Plus, T&M, and FFP. • Responsible for numerous financial reports detailing the monthly progress of the project(s). • Work independently and contribute to an integrated team through statistical reporting, analysis, and estimates. • Present written and verbal reports of financial analysis to management. • Interface with the program manager, senior management, company contract employees, and other functional areas including prime contract customers, finance, accounts receivable, procurement, and subcontracts management.
Job Requirements
- 3 years relevant experience with Bachelors in related field; 1 year relevant experience with Masters in related field; or High School Diploma or equivalent and 7 years relevant experience.
- 3+ years of project control experience.
- Strong QA/QC skills.
- Prior experience supporting a DoD or military customer and/or contract.
- Experience providing written and verbal reports to management related to financial analysis of each contract, directorate, and division.
- Effective communicator/team player working with program managers, proposal writers, and contract/pricing administrators to craft a total package of financial portions for new work effort solicitations.
- Proficient in Microsoft Office Applications such as Excel (Advanced usage of Excel 2007 preferred), Word, Project, and PowerPoint.
- Must be analytical, possess excellent communication and presentation skills, and have the ability to work independently and as a member of a team.
- Clearance: Ability to obtain and maintain a Secret clearance.

Role Description The Identity Functional Analyst defines, documents, and oversees the processes required to define release scope and objectives based on stakeholder and end-user needs, federal requirements, and industry best practices. This position is 100% virtual/work-from-home. - Coordinate identification, definition, and prioritization of the stakeholder requirements for Planning Increments. - Manage the requirements definition processes to populate the backlog for each of the IAM services that include: - VA Master Person Index (VA MPI) - Account Provisioning and Deprovisioning System (APDS) - Provisioning - Veteran Health Identification Card (VHIC) - Single Sign-on Secure Token Service (STS) - Account Management System (AMS) - Develop and maintain IAM Identity Requirements Specification, integration Requirements Specification documents, and integration system design documents. - Lead identity integration analysis. - Coordinate elaboration of identity service requests to include meeting with customer applications, documenting use cases, and documenting requirements. - Develop and maintain IAM identity use cases and activity diagrams. - Provide support to the IAM VA Project Managers (PMs) for business and development/integration meetings. - Maintain requirements and requirements traceability in the GitHub and Jira tools. - Support development of identity information briefings. - Support identity functionality demonstrations. - Identify and outline all applicable tasks and milestones necessary to complete the integration and enterprise service release on time. - Define relationships (dependencies) between tasks. - Define dependencies between tasks. • Monitor client inventory in Machinfy and client systems. • Perform requirements gathering to problem solve for client issues arising in Operations’ day-to-day activities and implement appropriate processes to monitor resolution by utilizing the Client Action Log and Jira ticketing system. • Enter, track, and follow up on tickets to ensure timely resolution for client production issues. • Support internal Operations teams through regularly scheduled team meetings to determine appropriate process is handling changing needs including rule changes, process flow modifications, escalations. • Support the client invoicing and/or reconciliation processes. • Generate and transmit client reporting as required. • Communicate and discuss larger issues with IT and Operations teams, continuing to act as liaison between teams until issues fully resolved. • Attend external working client meetings with leadership teams and communicate pertinent information to appropriate internal teams, acting as a support system to client teams. • Set up new users for clients in Machinify’s systems. • Maintain system access requirements for client systems to perform inventory management work as necessary. • Perform QA and UAT efforts as necessary. • Other duties as assigned.
• Responsible for solving complex problems; design, configure, test and implement solutions for SAP FI, CO and FSCM. • Analyzes business needs, documents requirements and translates needs into functional, non-functional and/or technical specifications. • Performs analysis, and evaluates downstream business, systems, process, and/or organizational impacts. • Analyzes the process to be implemented, defines system requirements in terms of system capabilities and configures SAP. • Maintains a high level of functional competency regarding standard SAP FI and CO configuration and keeping current on SAP trends & future enhancements. • Collaborates with the development team in order to achieve desired end-results on complex problems by delivering scalable business process solutions. • Plans and assists with oversight of testing processes and activities including defect identification and resolution. • Develops or assists in the development of work plans, time schedules, project task items, and assists with estimating resource needs for analysts, developers, business user personnel, and consultants. • Advises business partners on the implications of standard or new SAP solutions that can be applied to a problem. • Identifies risks and issues, and seeks approval on complex matters.
