Role Description UN Women seeks a Data Consultant to support the transition to a new data architecture by aligning IATI and Transparency Portal requirements with Phase IV standards. The consultant will work within the Strategic Planning Unit (SPU) and collaborate closely with Information Systems and Technology (IST), the Transparency Portal vendor, and IATI stakeholders. The objective of the consultancy includes: - Reviewing and assessing the new data structure for alignment with IATI standards and Transparency Portal Phase IV requirements. - Identifying data gaps, inconsistencies, and required transformations affecting data completeness, timeliness, and accuracy in IATI reporting. - Extracting, cleaning, validating, and preparing datasets for IATI and Transparency Portal reporting. - Developing and documenting data transformation, validation, and quality assurance processes. - Managing the design and implementation of data workflows within the new data model and data warehouse. - Collaborating with technical teams to establish and optimize automated data pipelines from PRISM to IATI and the Transparency Portal. - Contributing to defining data standards, metadata structures, and business rules aligned with IATI requirements. - Performing systematic quality assurance checks on data outputs. - Developing an analysis of IATI reporting outputs and identifying opportunities for improvement. - Providing troubleshooting during the transition from manual to automated processes. - Engaging with internal stakeholders to promote data quality standards. Qualifications - Master’s degree in data science, information systems, statistics, computer science, or a related field. - A first-level university degree with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Requirements - At least 5 years of progressively responsible experience in data management, data engineering, data analytics, or related areas. - Proven experience with data extraction, cleaning, transformation, and validation processes. - Strong programming skills in SQL and at least one language such as Python or R. - Experience in designing or supporting automated data pipelines processes. - Familiarity with international data standards (preferably IATI) and experience preparing data for external reporting platforms. - Experience working with data visualization tools (e.g., Power BI) for validation and reporting purposes. - Fluency in English is required; knowledge of French or Spanish or any other UN official language is an asset.
