Job Requirements

Purpose The Senior Officer for Monitoring and Evaluation is responsible for the direct implementation of the HSPRS monitoring, evaluation and learning framework. The Senior Officer conducts desktop and in-person monitoring activities as well as beneficiary feedback initiatives. The Senior Officer provides support to the Program Implementation team on the implementation of internal monitoring activities. As needed, the Senior Officer conducts reviews to address potential compliance concerns. The position promotes compliance with donor and CWS policies with the ultimate goal of surpassing contractual requirements to foster safety, well-being, and stability of UC in the U.S. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to carry assignments through to completion. Frequent domestic travel is required. Responsibilities Implementation: - Maintain up to date knowledge on ORR and CWS policies and procedures for HS and PRS. - Respond timely to changes in program policy, often that require immediate response and incorporation to M & E policy and activities. - Support the Deputy Director of M&E with maintaining and improving the overall framework for M&E in collaboration with the Program Implementation team. - Support maintenance and adjustment of efficient and effective monitoring tools and protocols to assess compliance with donor requirements, promote best practices, and report on program progress. - Conduct desktop, on-site and ongoing monitoring for compliance with ORR and CWS HSPRS program requirements and social work best practices. - Observe client home visits and caseworker/client interactions as a standard monitoring protocol for in-person and virtual engagements. - Conduct Quality Assurance calls and other program participant feedback activities (such as surveys, interviews, or focus groups) with children and their families. - Provide training and technical assistance to others supporting beneficiary feedback activities. - Document findings and ensure timely and high-quality completion of reports and corrective action plans (within 10 days). - Make recommendations for corrective actions that are based in policy compliance. Qualifications Qualifications - Specialized training in monitoring and evaluation required. - Technical expertise in direct service to unaccompanied children required. Experience - At least 2 years’ experience working with unaccompanied children. - At least 6 years’ experience working in a program evaluation or monitoring role, preferably with US government grants. - Experience contributing to the development of monitoring and evaluation tools and protocols. - Experience in general office work, processing information and materials and maintaining records and files.
