Role Description AKIVA is seeking a Program Manager to lead end-to-end delivery of a federal aviation revenue compliance program support engagement. You will serve as AKIVA's single point of accountability to the federal program office, own task execution and schedule, manage a small delivery team, and ensure every deliverable, status report, and program review is on time, accurate, and Section 508 compliant. The role combines federal program management discipline with the substantive policy literacy required to oversee revenue compliance reviews of state and local taxing jurisdictions. Key Responsibilities - Serve as the single point of contractual and operational accountability to the federal program office; own the customer relationship and lead recurring program reviews. - Lead the program kickoff, develop and execute the transition-in plan, and run an orderly transition-out at the end of the engagement. - Author and submit monthly status reports covering work completed, in progress, and planned; hours by task and labor category; deliverable status; risk identification and mitigation; and full financial status by line item. - Plan, prepare materials for, and run bi-annual program management reviews including financial summary, staffing summary, performance summary, accomplishments, and action item tracking. - Supervise, coach, and develop the delivery team; set performance targets, allocate workload, and conduct regular reviews. - Manage program risks, escalations, and corrective actions in coordination with the federal program office. - Oversee the development and maintenance of submission templates, review methodologies, and records-management practices that ensure information is accurate, reliable, and audit-ready. - Drive quality, schedule, and compliance across all program deliverables, including quarterly and annual revenue compliance summary reports, jurisdictional correspondence, action plan reviews, and ad-hoc reports for senior leadership. - Author and maintain SOPs, process documentation, and continuous-improvement plans. - Ensure all documentation and deliverables are Section 508 compliant. - Coordinate with AKIVA corporate leadership on subcontractor and teaming-partner management, small-business participation reporting, and option-year planning. Qualifications - Bachelor's degree in Business Administration, Public Administration, Engineering, Information Systems, Public Policy, or a related field (equivalent experience may be substituted). - Project Management Professional (PMP) certification, current and in good standing. - 8+ years of program or project management experience supporting federal contracts. - 5+ years leading multi-task federal task orders, including responsibility for monthly status reporting, financial reporting by contract line item, risk management, and recurring program reviews. - Demonstrated experience authoring and executing transition-in and transition-out plans, including work breakdown structures, staffing ramp, and security-clearance and training schedules. - Demonstrated experience as the contractor lead interface with a Contracting Officer's Representative (COR) and federal program leadership. - Excellent stakeholder management, executive-level business writing, and meeting facilitation skills. - Proficient with Microsoft Project or equivalent, Microsoft Office Suite, and SharePoint or comparable government collaboration platforms. - Ability to obtain and maintain a federal Personal Identity Verification (PIV) credential. - Must be authorized to work in the United States. Preferred Qualifications - Master's degree (MBA, MPA, or MS in a relevant discipline). - Program Management Professional (PgMP), ITIL Foundation or higher, PMI-ACP, or Certified Scrum Master. - Lean Six Sigma Green Belt or Black Belt. - Prior FAA, DOT, or aviation-industry program management experience. - Prior experience supporting policy compliance, audit, or regulatory review programs. - Familiarity with FAA airport revenue use policy and state and local aviation fuel tax structures. - Experience supporting development of a government Knowledge Sharing Network (KSN) site, SharePoint, or comparable collaboration platform with Section 508 compliance. - Experience managing fixed-price level-of-effort task orders. - Familiarity with AI-assisted program reporting, risk-monitoring, and document-generation tools.
