• Reporting to the Director of Procurement, the Subcontracts Administrator is responsible for the full lifecycle administration of subcontracts primarily in support of U.S. Government contracts, as well as non-commercial and select commercial requirements. • Ensure all subcontracting activities comply with company policies and procedures, prime contract requirements, FAR/DFAR regulations, and applicable state and local laws. • Provide proposal support by reviewing solicitations, identifying FAR/DFAR flow-down requirements, and assisting with subcontract pricing, assumptions, and exceptions. • Develop and issue RFPs/RFQs, conduct bidder conferences, evaluate proposals, and perform cost/price analyses to ensure fair and reasonable pricing. • Negotiate subcontract terms and conditions, including flow-down clauses, to achieve optimal value while mitigating risk. • Award, administer, and manage subcontracts through the complete lifecycle, including modifications, changes, and closeouts. • Monitor subcontractor performance, conduct regular evaluations, and address issues such as delays, quality concerns, or non-compliance. • Partner with internal stakeholders (Program Management, Contracts, Operations, Accounting, Quality, and Procurement) to forecast subcontract needs and align with program requirements. • Maintain accurate, complete, and audit-ready subcontract files and documentation in accordance with regulatory and company standards. • Identify, qualify, and develop a reliable base of subcontractors using effective sourcing techniques. • Resolve subcontractor disputes, claims, and performance issues while protecting the company’s interests. • Stay current with regulatory changes, market conditions, and industry best practices that could impact subcontracting activities. • Recommend improvements to subcontracting policies, procedures, and processes to enhance efficiency and compliance. • Prepare subcontracting reports, metrics, and analyses for department and leadership review.
Job Requirements
- 3–6 years of progressive experience in subcontracts administration, contracts management, or related procurement roles, with significant exposure to U.S. Government contracts strongly preferred.
- Thorough knowledge of FAR and DFAR regulations, including subcontract flow-down requirements, is required.
- Demonstrated experience in full-lifecycle subcontract management (solicitation through closeout).
- Familiarity with Costpoint (or similar govcon ERP systems) is highly preferred.
- Professional certification (CPSM, CPCM, CFCM, or equivalent) is a plus.
- Proficient in Microsoft Outlook and Excel.
- Experience with foreign subcontracting and procurements involving ITAR/EAR is a plus.
- Strong negotiation, analytical, and cross-functional collaboration skills.
- Solid understanding of various contract types (FFP, CPFF, CPIF, T&M, etc.) and their application in government contracting.

The mission of CHOIR is to develop novel and scalable mind-body, behavioral and lifestyle interventions for people on the continuum from health to illness and their caregivers, across the lifespan and in both hospital and community settings. Our research team develops, tests, and implements interventions for patients, caregivers and patient-caregiver dyads, across many conditions with a major focus on chronic pain, critical care, dementia and older adults. Our interventions are embedded within medical practices and community settings or are delivered remotely via zoom or mobile applications. We train psychology fellows, practicum students, and research volunteers. We support the growth of early career investigators and serve as a convener for mind-body and lifestyle interventions at the intersection of psychology and medicine. To date, CHOIR houses 16 investigators with their own portfolio of federal and foundation research grants. Qualifications Position Summary The Grant Manager is responsible for overseeing the full lifecycle of research and programmatic grants—from identifying funding opportunities through proposal development, submission, award management, compliance monitoring, and closeout. This role ensures that all sponsored projects adhere to institutional policies, sponsor requirements, and federal regulations. The Grant Manager serves as a key resource to faculty, researchers, and administrative staff, providing guidance on proposal strategy, budgeting, and financial stewardship. Key Responsibilities Pre-Award (Proposal Development) - Identify appropriate grant opportunities and communicate them to faculty and research teams. - Coordinate and prepare proposal components including narratives, budgets, budget justifications, biosketches, and other required documents. Using SciENcv. - Develop and review budgets for accuracy, allowability, and alignment with sponsor guidelines. - Ensure proposals meet institutional, federal, and sponsor requirements prior to submission. - Liaise with central research administration offices for proposal approval and submission.
