Role Description This position is one of several Housing Compliance Officers that monitor state and federally assisted rental properties for compliance with various federal and state laws and guidelines. This position consists of significant travel in Arizona. Other duties as assigned. - Monitor state and federally assisted rental properties for compliance. - Conduct visits to emergency shelters and transitional housing for homeless populations. - Inspect properties financed through Federal or State Low-Income Housing Tax Credits (LIHTC), private activity bonds, the HOME Program, and other financing sources. - Perform comprehensive physical inspections of residential units to ensure compliance with the National Standards for the Physical Inspection of Real Estate (NSPIRE) guidelines. - Conduct detailed administrative reviews/audits in accordance with the HOTMA final rule. - Verify property adherence to updated HUD regulations concerning income calculations, asset limits, and verification procedures. - Follow up all monitoring visits with written reports. - Participate in training opportunities and assist in the update of compliance materials. - Review annual reports and maintain organized, complete, and accurate monitoring files and database maintenance. Qualifications - Education or job-related experience demonstrating ability to perform the duties of the position. - Experience in or knowledge of requirements of rental housing financed through the LIHTC Program, HOME, State/National Housing Trust Fund, and other public subsidies. - Prior property management or monitoring experience. - Preferred: Certificate of training in UPCS, NSPIRE, or Housing Quality Standards (HQS). - Detail-oriented and organized. - Effective communication skills, both verbally and in writing. - Ability to interpret and explain State and Federal regulations including the HOTMA final rule. - Ability to work amicably with other professionals. - Valid Arizona Driver License and acceptable driving record required.
