Role Description RTX Enterprise Services (ES) is looking for a highly motivated, business-focused Digital Technologies (DT) Project Manager to join our Program Management Office (PMO). The PMO is part of an enterprise shared services organization and is responsible for leading significant business transformation technology projects that reach across the company. This position will lead a variety of technology projects in a fast-paced environment. - Support communication, change management, and project management in alignment with Enterprise Services Infrastructure (ESI) PMO standards. - Lead and manage multiple concurrent projects, adapting to changing priorities, timelines, and scopes. - Partner with senior leaders to define objectives, scope, funding needs, and business cases. - Coordinate cross-functional teams, ensuring alignment to project vision, strategy, goals, and objectives. - Oversee project initiation, planning, execution, risk management, budget/schedule tracking, and delivery. - Utilize advanced project management tools (Planview, MS Project, Visio, Office Suite) to support execution. - Drive organizational change, technical implementation, and process improvements to achieve results. - Facilitate governance through steering committees, stakeholder reviews, project communications, and reporting. - Ensure delivery of high-quality results that meet business, technical, financial, and strategic objectives. - Travel approximately 10%. Qualifications - A University Degree or equivalent experience and minimum 10 years prior experience in IT project management, or an Advanced Degree in a related field and minimum 7 years experience. - Experience with software development life cycle models and knowledge of both SAFe or Agile and traditional project management principles and practices. - Experience with multiple concurrent IT initiatives, including solution architecture, software development/configuration/integration, and infrastructure implementations. - Prior experience with Scrum/Agile methodologies with enterprise-level development projects. CSM, SAFe or equivalent certifications preferred. - Experience overseeing multi-function Scrum teams with at least multiple team members each including Developers, Business Analysts, Product Owners, and QA engineers. - Experience developing business cases, cost/benefit analyses, and manage phase-gated projects while collaborating across technical teams, organizations, and global regions. • Define and implement Agile standards, playbooks, and best practices across teams, ensuring consistency in execution • Translate Agile frameworks into Jira configurations, roadmaps, workflows, and governance models • Collaborate with JOMIS government leadership to drive the development of Agile artifacts (e.g., definitions of done, backlog standards, PI planning structures) • Partner with government and program leadership to align on Agile expectations and continuously improve delivery practices • Proactively identify gaps in Agile adoption and drive corrective actions across teams • Support PI Planning, retrospectives, and continuous improvement efforts with structured, Jira-enabled processes • Serve as the primary Jira configuration expert for JTE Jira, owning workflows, roadmaps, dashboards, permissions, and governance • Design and maintain scalable Jira structures (JQL filters, projects, boards, roadmaps) to support cross-functional delivery • Work with teams to call out data integrity, board hygiene, and alignment to defined Agile processes • Create and manage Jira dashboards and Jira roadmaps that clearly communicate progress, risks, dependencies, and blockers to leadership per PI and capability block release • Ensure Jira data quality across program standards (e.g., all user stories must have acceptance criteria) to enable leadership decision-making through high-quality, reliable Jira data and insights • Leverage Confluence to track work efforts as needed and provide linkage to Jira ticketing
• Facilitate agile ceremonies and ensure the effective application of Scrum. • Act to remove impediments and facilitate the team's workflow. • Monitor and interpret agile metrics (lead time, throughput, cycle time). • Support the Product Owner and Tech Lead with prioritization and predictability. • Mediate conflicts and foster a collaborative, trust-based environment. • Encourage continuous improvement and the evolution of agile maturity. • Work with multiple teams when necessary, maintaining alignment across areas. • Lead initiatives that improve processes and increase team efficiency.
