Role Description We are seeking a highly experienced IT Project Manager to support a large, complex GSA Blanket Purchase Agreement (BPA) Call focused on internal HR systems and enterprise modernization. This role is ideal for a contractor with deep federal IT delivery experience, strong stakeholder management skills, and a proven ability to lead multidisciplinary teams in a fast-paced, acquisition-driven environment. - Lead day to day management of a large, complex BPA Call—or multiple related Calls—supporting GSA’s internal HR systems and enterprise HR modernization initiatives. - Serve as the contractor’s primary point of contact for the Program Manager, ordering activity Contracting Officer (CO), BPA level COR, and BPA Call level COR(s). - Ensure all BPA Call requirements, deliverables, and milestones are met on schedule and in compliance with contract terms. - Oversee project planning, execution, risk management, quality assurance, and performance reporting for all assigned Calls. - Coordinate technical teams, business analysts, developers, and integration specialists to deliver HR system enhancements and modernization capabilities. - Conduct enterprise wide horizontal integration planning to ensure HR systems align with related functional systems, data flows, and enterprise architecture. - Manage stakeholder engagement across GSA offices, customer agencies, and cross functional HR system owners. - Prepare and maintain project documentation, including project plans, status reports, risk registers, and communication materials. - Identify and escalate risks, issues, and dependencies, recommending mitigation strategies to maintain delivery momentum. - Support change management, user readiness, and adoption activities for HR system updates and new capabilities. - Ensure all work complies with federal IT security, governance, and acquisition requirements. Qualifications - US Citizen - BA/BS degree in a related discipline and 10+ years of directly related experience - No degree with 14+ years of directly related experience - MA/MS or MBA with 8+ years of directly related experience - PhD with 7+ years of directly related experience Preferred Qualifications - Proven success managing large federal IT projects, preferably involving HR systems, HRIS platforms, or enterprise shared services. - Strong understanding of federal acquisition processes, BPA structures, and COR/CO engagement. - Experience coordinating complex system integrations, data migrations, and modernization efforts. - Ability to lead cross functional contractor teams and collaborate effectively with government stakeholders. - Excellent communication, documentation, and presentation skills. - PMP, FACP/PM, Agile, SAFe, or ITIL certifications are highly desirable.
