Research & Development Manager – R&D

• Lead end-to-end product development from concept to mass production for travel, health, and fitness products • Translate briefs into manufacturable specifications, drawings, and technical files • Manage prototype, sampling, tooling, and pre-production cycles • Ensure quality, timeline adherence, and continuous improvement of existing SKUs based on feedback and data • Identify, vet, onboard, and manage suppliers across key China hubs (Yiwu, Ningbo, Shenzhen) • Negotiate pricing, MOQs, lead times, and payment terms • Develop and maintain BOMs and detailed cost breakdowns (materials, labor, packaging, tooling, freight) • Define and enforce quality standards, coordinate testing and certifications (CE, FCC, RoHS, REACH, CPSIA, Prop 65) • Oversee packaging development (structure, print, artwork) ensuring compliance with shipping, retail, and regulatory requirements • Drive project execution, stakeholder communication, market intelligence, and IP/risk management
Job Requirements
- Bachelor’s degree in Engineering, Industrial Design, Product Design, or a related field
- 5–8 years of experience in product development, sourcing, or R&D within the consumer goods industry in China
- Proven track record of taking products from concept to mass production
- Strong experience in travel goods, health & wellness, or fitness/sports equipment
- Established supplier network across Yiwu and broader Chinese manufacturing regions
- Hands-on expertise in preparing BOMs, cost sheets, and detailed technical product specifications
- Working knowledge of international product compliance and certification requirements across key markets
- Bilingual fluency in Mandarin Chinese (native or near-native) and English (business-level)
- Strong cross-cultural communication capabilities
- Proficiency in CAD tools (e.g., SolidWorks, AutoCAD, Rhino)
- Ability to interpret technical drawings
- Strong project management skills to handle multiple parallel projects
- Strong commercial acumen, negotiation skills, and attention to detail
- Proficiency in Microsoft Office and project tracking tools
- Ability to work autonomously with minimal supervision.

Role Description GovCIO is currently hiring for a Release Manager to support the Health Services Portfolio Technical Management and Strategic Solutioning Support (HTMS) program within the Department of Veterans Affairs (VA) Office of Information and Technology (OIT). The Release Manager will coordinate releases within the VA established processes and procedures. The environment is dynamic, and client needs are often evolving; flexibility and forward-thinking views are important for success. This role is a US-based fully remote position with core business hours of 8am-5pm ET. - Coordinate various Pharmacy releases starting from interacting with the development teams, SQA testers, Site installers, Siter testers and other project stakeholders. - Recruit sites for test participation and preparation of Memorandums of Understanding (MOUs) for each release. - Review various release schedules, working with the SQA Manager to confirm validity of the testing outcomes, communicating with all the impacted stakeholders, and driving to a successful completion of the release. - Validate all required documentation through the release process, including SQA Test Plans, Release Notes, Deployment Installation Backout Rollback Guides, User Guides, Patch Descriptions (if necessary), and other technical documents. - Support the SQA Manager on Release communication including leading and facilitating the kickoff calls for User Acceptance Testing (UAT) and Initial Operating Capability (IOC) with all the participating stakeholders (IOC Sites), documentation, assisting VA users as well as IOC Pre-Production testing as necessary. - Coordinate with all Application Coordinators (ACs) responsible for reviewing and approving releases and project documentation prior to proceeding to IOC Production. - Gather release approvals and concurrences from ACs, Business Owners and VA Office of Information and Technology (OIT) leadership for IOC Production and National Release. - Ensure final Authority to Operate (ATO) information is stored/uploaded in eMASS (if necessary). - Ensure all the release documentation is uploaded to GitHub or/and JIRA. - Work with VA Product Manager to ensure VASI information is updated appropriately (if necessary). - Submit all patch information related to each release to VistA Office Change Management Team (VOCCB).
