Reporting directly to the Vice President of Federal Capability and Solutions, this position is tasked with developing and managing federal capabilities and services to meet the needs of federal government clients, including agencies such as the Department of Defense, Department of Veterans Affairs, and Department of Health and Human Services. The role requires alignment with business and product line strategies, deep market and domain expertise, and effective oversight of a capability design, development, and ongoing management to ensure both business-specific and enterprise-wide impact. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week. Primary Responsibilities: - Accountable for the Federal Utilization Management (UM) capability within a broader Medical Management portfolio, ensuring alignment with Optum Serve's strategic, operational and product line growth objectives - Monitor and interpret market, regulatory, and customer trends to anticipate federal customer needs and inform compelling business cases, value propositions and customer narratives - Design, document and implement new or enhanced business processes that enable scalable, compliant and efficient utilization management operations - Partner with technology, data and architecture teams to translate capability and operational requirements into system requirements, solution designs and roadmaps - Support implementation readiness by validating that systems and technology designs enable efficient operations, reporting, and performance measurement - Develop use-case and scenario-based requirements that illustrate customer / market needs to inform prioritization, and support efficient development and delivery - Develop and maintain capability artifacts (e.g., descriptions, workflows, operating models, assumptions, dependencies), ensuring alignment across business, operational, and technical stakeholders - Identify, assess, and document solution risks and vulnerabilities, and develop practical mitigation strategies to support successful delivery - Translate a deep understanding of federal customer requirements into a differentiated capability that considers Optum Serves business priorities and operating model - Serve as the capability lead on assigned pursuits, serving as a subject matter expert to develop comprehensive, compliant and executable capability documentation Key Success Factors: - Fosters teamwork and collaboration - Communicates with impact - Presents effectively - Listens actively - Influences and negotiates - Market intelligence - Business acumen - Executive presence - Cross functional influence and collaboration - Decision making - Ability to navigate organizational complexity You'll be rewarded and recognized for your performance in an environment that will challenge you and give you clear direction on what it takes to succeed in your role as well as provide development for other roles you may be interested in. Role Description The Senior Manager, Speciality / Ancillary Solutions is accountable for the strategy, design, execution and performance of the ancillary product portfolio, with a primary focus on dental and vision. This role owns the end-to-end lifecycle of ancillary insurance products including product strategy, regulatory execution, third party vendor implementation leadership and management post launch optimization across the individual market. You will report into the Vice President, Insurance Product Innovation and Development. Work Location: This is a remote / work-from-home role. You must reside in one of the following states: Arizona, California, Colorado, Florida, Georgia, Illinois, Massachusetts, Michigan, Nevada, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Texas, or Virginia. Note, this list of states is subject to change. Pay Transparency: The base pay for this role is: $149,040 - $195,615 per year in New Jersey, New York, and California. The base pay for all other locations is: $134,136 - $176,053 per year.
