Role Description Colliers Engineering & Design is currently seeking a Water Resources Project Manager to join our growing team in Florida! Candidates may be located anywhere in Florida. Water is the most plentiful, yet critical resource on the planet. Our holistic approach to water resources projects ensures the best outcome for our clients and the ecosystem. - Project and technical management for water resources and related projects. - Water resources engineering for design and evaluation of waterway structures, locks, dams, dam safety, hydropower, flood risk management, ecosystem restoration, and waterfront facility design and rehabilitation projects. - Select hydrologic approach and modeling tools, set up and solve surface water hydrology problems. - Select hydraulic approach and modeling tools, set up and solve open channel and closed conduit hydraulic problems. - Conduct safety and condition inspection surveys for condition evaluation or in support of design efforts – investigate variables, obtain measurements, photographs, videos, and take notes; write reports. - Evaluate, select, and apply standard engineering techniques and procedures, using own judgement to make adaptations and modifications to existing designs. - Help to prepare construction documents (plans and specifications). - Lead and mentor junior staff to further develop their understanding of water resources engineering analyses, design, and construction. - Develop work scopes, technical proposals, and manage the hydrologic and hydraulic design aspects of projects. - Lead and grow the water resources staff in the region. - Work with managers, leaders, and staff in other regions to coordinate workload and work on larger projects. Qualifications - Bachelor's degree in civil engineering is required; Master's degree in Civil Engineering preferred. - PE license is required. - 8+ years of experience in water resources engineering is required. - Keen interest and passion in application of hydrology and hydraulics to the field of water resources engineering. - Familiarity with HEC-RAS, HEC-HMS, SWMMM, ArcGIS and SITES is preferred. - USACE, NEPA, Civil Works, and permitting experience is highly preferred. - Strong written and oral communication skills. - Desire to work collaboratively in a team environment. - Ability to read, write, and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions. • Define project management methodologies through the adoption of frameworks such as PMBOK and Agile, ensuring standardization. • Ensure portfolio governance by monitoring schedule, cost and scope indicators, supporting institutional strategy. • Monitor project performance through analysis of status reports, enabling corrective actions. • Establish project prioritization criteria using value and risk assessment models, ensuring strategic alignment. • Support project managers by providing methodological guidance and tools, increasing the success rate. • Consolidate portfolio information by preparing executive reports, supporting governance. • Implement change controls through formal change management processes, reducing risks. • Promote continuous improvement in project management by analyzing lessons learned, increasing organizational maturity. • Track project risks through active management of risk logs, preventing operational impacts. • Ensure transparency of strategic initiatives through executive reporting, strengthening governance.

• Drive strategic, tactical, and operational planning across large-scale projects — tasks, deliverables, dependencies, resources. • Create, execute, and communicate project plans covering scope, schedule, staffing, quality, risk, budget, and procurement. • Mitigate risks, resolve issues, close resource gaps, and keep initiatives aligned to strategic objectives. • Establish intake, grooming, assignment, and management processes for engineering tasks and tickets. • Review project financials, monitor variances, and manage change controls. • Facilitate team meetings, workshops, and stakeholder reviews; produce clear notes and follow-ups. • Define and continuously improve PM processes, methodologies, and tools. • Measure project performance using appropriate systems and techniques.
